About this file
This document is a Solicitation Addendum (Number Two) issued by the State of Nebraska's Department of Administrative Services Materiel Division State Purchasing Bureau for Invitation to Bid (ITB) #123282 OR, covering an LED red/white obstruction lighting system for communication towers. The solicitation seeks a vendor to replace existing obstruction lighting systems with FAA-compliant Dual High-Intensity LED Obstruction Lighting systems at six tower sites across Nebraska, including locations in Holdrege, Sutherland, Chadron, Beatrice, Max, and Culbertson. Tower heights range from 85.0 to 308.4 meters, with a project completion deadline of July 1, 2026. The bid response is due on October 10, 2025, at 2:00 PM Central Time, and requires comprehensive installation, system testing, and operational training for Nebraska Educational Telecommunications Commission (NETC) personnel.
The addendum provides detailed clarifications through a series of questions and answers, including confirmation that bidders can submit lump sum pricing for materials and labor, verification of lighting intensity requirements for specific towers, and specification of preferred manufacturer (Drake Lighting). The solicitation includes provisions favoring Nebraska-based vendors, with preferences for resident disabled veterans and businesses in designated enterprise zones. Bidders must demonstrate technical expertise in LED obstruction lighting systems and FAA compliance, with specific requirements including alarm monitoring via dry contacts, voltage specifications at different tower sites, and photocell length requirements. The contract is structured as a one-time purchase with no explicit renewal options, and payment will be processed according to the State of Nebraska Prompt Payment Act.
