About this file
This Statement of Work outlines requirements for rebuilding Cell 4 of the B600 North Cooling Tower (1700 ton BAC S3E-1424-14T-4/E) at Brookhaven National Laboratory, to be completed between November 2024 and February 2025 during normal working hours (8:00am-4:30pm). The work requires full demolition and replacement of multiple cooling tower components including a 100HP fan motor, gear reducer assembly, fill/drift eliminators, hot water basin, nozzles, control valves, hanging probe, and fan. The contractor must provide safety barriers, scaffolding, rigging plans, and handle all demolition and installation while following BNL safety protocols.
The work involves 8 major tasks including required safety training, site preparation, component replacement, and site restoration. Specific parts and materials have been pre-purchased by BNL directly from the manufacturer, though ancillary materials are the contractor's responsibility. The cooling tower, installed in 2007, requires this maintenance due to continuous operation, poor water quality, and chemical treatment issues that shortened component life. The work supports the Department of Energy's Brookhaven National Laboratory central chilled water facility, which operates four water-cooled centrifugal Trane chillers on an isolated condenser water loop.

STATEMENT OF WORK
I. TITLE – STATEMENT OF WORK FOR THE REBUILD OF B600 NORTH COOLING
TOWER CELL 4 – 1700 TON
II. SCOPE
Under this contract BNL expects the selected vendor to provide service to complete full demolition and replacement of the following components already for a 1700 ton BAC S3E-1424-14T-4/E cooling tower cell; S/N U163944204-01-04. The cooling tower is located outside of the facility elevated above ground level and may required scaffolding on the east face to complete, due to soft terrain limiting the mobility of lifts.

The vendor shall provide all safety barriers, scaffolding, a rigging detailed rigging plan, demolition, and installation work to complete the cooling tower maintenance, while conforming to the requirements of BNL safety work package that is develop with the selected vendor upon award of the contract.
Work is expected to be performed during normal BNL working hours 8:00am to 4:30pm.
Work will not be permitted, nights, weekends, or holidays unless vendor receives written permission from BNL Energy and Utilities division. The work is expected to be completed during the towers low load season between November 2024 and February of 2025.
III. Background
The central chilled water facility is the primary chilled water facility supporting BNL’s central cooling system. On the ground floor of the North side of the plant, four water cooled centrifugal Trane chillers are operate on a condenser water loop isolated from the loop serving the south towers. Heat is rejected at a four cell BAC cooling tower, elevated off the ground to increase the NPSH for pumping.
- 3 -
The cooling tower cells were installed in 2007, since installation there have been no major overhauls or fill replacements but continuous (all-season) operation, poor water quality, and chemical treatment issues have shortened the life of all of the critical components. After only 8 years this critical service is necessary for the continued operation of Cell-4. The cooling tower is assessed as a predetermined 2A confined space, with a LOTO in place and no hazards introduced (Chemicals, sprays, solvents, torch work, grinding) no atmospheric testing is required.
IV. TASKS AND REQUIREMENTS
The scope includes the execution of the following tasks:
1) All vendors are required to attend a pre-bid walkthrough, date and time to be determined.
2) Vendor Access/Training Required
a) All team members requiring site access shall register with the GUV center, and attend, at minimum a remote 2-hr Contractor/Vendor Orientation training.
3) Perform Site Safety Walkthrough with BNL Safety and complete a Job Hazard Analysis
a) Any training requirements identified during the safety walk through, and job hazard analysis are required to be completed prior to any worker performing work. Trainings are likely to include:
i) Fall Protection
ii) LOTO
iii) Confined Space
iv) Ladder Safety
v) Scaffold User Safety
4) Set up safety barriers around sky lights and building edge
5) Install scaffolding around tower work areas to facilitate all required work
6) Perform all demolition work required to execute the cooling tower rehabilitation, including the removal of construction debris.
7) Install the cooling tower rebuild kits purchased by BNL directly from the manufacturer per manufacturer assembly instructions, and industry best practices, including all necessary rigging of equipment. All expected subtask descriptions, including parts procured by BSA are shown in the following table, any materials ancillary to the parts list below shall be the responsibility of the contractor to procure.
