About this file

This is a Project Manual for the Sheraden Park Phase 1 Improvements construction project prepared by Klavon Design Associates, Inc. for the City of Pittsburgh Department of Public Works in Pittsburgh, Pennsylvania. The project encompasses site improvements at Sheraden Park located at 3411 Surban Street, Pittsburgh, PA 15204, and will be executed under two prime contracts: a General Contract and an Electrical Contract. The General Contract includes extensive site work such as project coordination, demolition, erosion and sedimentation control, earthwork and grading, stormwater infrastructure, concrete and asphalt paving, retaining walls, fencing, landscaping, tree and shrub plantings, picnic shelter installation, benches, trash receptacles, and signage. The Electrical Contract encompasses all electrical work including site lighting, sports lighting fixtures, conduits, cable, circuit panels, and related electrical infrastructure. The project manual specifies that contractors must submit a Safety Program within ten days of Notice of Award, designate an approved Safety Supervisor with at least ten years of building construction experience and five years of safety responsibility, and conduct weekly worksite safety meetings. A Pre-Construction Conference must be held no later than fifteen days after execution of the Agreement, and contractors must submit a Preliminary CPM Construction Schedule within fifteen days of contract execution, with bi-weekly updates required throughout the project duration.

The contract requires contractors to provide a Schedule of Values, Submittal Schedule, and Procurement Schedule coordinated with the CPM Construction Schedule before Applications for Payment will be processed. The City of Pittsburgh will furnish electricity and water for construction purposes at no cost to contractors. Working hours are governed by City of Pittsburgh ordinances, with standard construction operations permitted between 6:00 AM and 8:00 PM Monday through Friday and 7:00 AM and 8:00 PM on weekends, while impact construction is limited to 8:00 AM through 6:00 PM Monday through Friday. Contractors are responsible for providing temporary toilet facilities, maintaining site cleanliness daily, obtaining approval for utility shutdowns at least ten working days in advance, and providing 72 hours' notice to the Owner for activities affecting park operations. The contractor must utilize a web-based project management software package such as Procore Technologies, Inc. for document management, communication tracking, payment applications, and change order processing. Payment will be processed monthly with retainage held as specified in the Construction Agreement. Change Orders must include detailed documentation, unit prices are pre-determined in a Bid Tab spreadsheet, and all contract work is intended to be included within the unit price schedule with no additional alternates permitted.
