Attachment 7(B) In-District Phase I Orientation Training Program
ATTACHMENT 7(B)
I. Overview
The Contractor shall develop and present 8 hours of In-District Phase I Orientation (Phase I) academic training to all Court Security Officers (CSO). Phase I training is required within 14 calendar days after the Contractor directs the approved applicant to perform in an official capacity and prior to assuming CSO duties.
The Phase I training hours shall include coverage of the training material, to include questions and answers, interactive hands-on training, and a review and written examination of the training material. The training material and written examination questions shall be taken from existing
United States Marshals Service policies and procedures, post orders, operational guides, and be conducted in accordance with the Government approved training plan.
This 8 hour academic training program along with the required 32 hours of on-job-training (OJT) will provide a foundation of job knowledge and acquaint the CSO with the working skill sets required to perform the job.
II. In-District Phase I Orientation - Academic
The Contractor shall evaluate each CSO’s progress in comprehending and applying the concepts and materials taught. The Contractor shall notify the Government when students are not mastering the subject matter being taught. Non-mastery of the subject matter indicates that the
CSO may not be suitable for holding a position as a CSO under this contract.

USMS, specifically related to matters dealing with court security, other USMS core missions within the agency and the scope and authority of the USMS as granted by the

1-002 Contractor shall train every CSO on the understanding and role of the CSOs while in the courtroom to include searching and securing the court prior to and after court hearings, demeanor required of attorneys, witnesses and public. Seating arrangements of prosecution and defense counsel, court decorum of CSOs. Identify the USMS security levels used for courtroom proceedings, role of
CSO providing security while the court is in session, ATTACHMENT 7(B) awareness of strategic locations to be positioned while the USMS maintains control of in- custody defendants and on those that are on bond while court is in session.
The Contractor shall identify any special requirement(s) that a judge(s) may have within a particular district.

CSO Duties and

1-003 Contractor shall train every CSO on the duties and responsibilities of the CSO and the role of the CSO as a court security “professional” providing court security services in a U.S. Courthouse or other facility. The
Contractor shall identify all USMS personnel involved in the execution of providing court security. The Contractor shall identify the chain of command within the

Statement of

Standards
1-004 The contractor shall provide an overview of the Statement of Work (SOW) to each CSO. The Contractor shall ensure that each CSO is fully aware of what is expected of the
CSO under the contract. The Contractor shall train every
CSO on what Performance Standards are, and how they relate to the SOW. Contractor shall cite examples and provide past incidents and situations that resulted in
Performance Standard Violations. The Contractor will reiterate that CSOs are not employees of the USMS, but are employed by the contractor to work on the contract;

Harassment
1-005 The contractor shall provide training regarding sexual harassment in the work place to include legal rights. The
Contractor shall impress upon the CSOs the importance of avoiding sexual harassment and the fact that sexual harassment will not be tolerated in the workplace;

1-006 The contractor shall provide training regarding the

Legal Authority 1-007 The contractor shall provide training regarding the legal authority provided to the CSO while in the performance of their duties under the contract. Additionally, the contractor shall cover the “Administrative Search” legal authority
(granted to CSO’s while performing under the contract under 41 CFR 102-74.370, and including Federal Court legal decisions regarding administrative search precedent;
Training Delivery Method: LMS Post Orders 1-008 Contractor shall train every CSO on the post orders located at each post within their respective district. The contractor shall emphasize the importance of post orders and consequences of failure to follow post orders as a requirement of the contract; Training Delivery Method:

District or facility Local Rules 1-009 The Contractor shall provide knowledge of Local Rules within the U.S. Courthouses and facilities. Each courthouse adheres to its customarily standards and court practices. This training shall discuss the site specific conduct and practices that are accepted with in the facility and crosswalk them against other courses herein;

1-010 The Contractor shall provide knowledge and training of the types of emergency procedures that can take place in the U.S. Courthouses. CSOs shall learn of the emergency procedures involving the types of evacuation, bomb searching, proper room clearing process, weapons of mass destruction handling, and other types of emergencies that could occur in their facility (courthouse) environment;

Emergency Procedures
1-011 Contractor shall ensure every CSO is knowledgeable of the
OEP procedures to include the understanding and role that building tenants (monitors) play during an evacuation, role of CSOs during an emergency situation and the role they are to assume if monitors are not present during an OEP incident. CSOs play an important role in securing and evacuating court facilities during an OEP incident. CSOs shall be trained in proper room search procedures during fire evacuation and bomb threat/search situation. The CSO shall also be trained on the Continuity of Operations Plan and assisting local emergency services responders upon their arrival to the facility. CSO shall be trained on the use of emergency equipment located within the confines of their facility (courthouse). CSO must be sufficiently

prepared to answer questions from facility occupants during emergency activations; Training Delivery

Facility Awareness 1-012 Contractor shall train every CSO on facility awareness.
CSOs shall learn about the uniqueness of their courthouse to include, maneuvering around the courthouses, stairwell locations, fire exit door operation, perimeter security features, layout of building egress and regress. The contractor shall train on how to secure perimeter doors and functions of nightly intrusions alarms; Training

Unattended

Suspicious

1-013 CSO should be able to properly identify unattended and suspicious items and respond to them accordingly. The
Contractor shall provide training to each CSO regarding the difference between suspicious and unintended items.
Examples could include a purse left on belt after screening through X-ray, bag left on ground in screening line, briefcase left on chairs in courtrooms or hallways, bag left at bus stop in front of courthouse, backpack left in restroom. CSO shall receive training of when items change from unattended to suspicions upon initial inspection. The contractor shall identify possible locations where suspicious items or unattended items could be left or secreted. The Contractor shall provide the CSO characteristics of suspicious Judicial mail.

1-015 Contractor shall train every CSO about a Citizens right to film or photograph in public places. The contractor shall ensure that each CSO understands the 1st amendment, and how to approach and engage individuals who are photographing or filming federal buildings to determine their intent. The Contractor shall ensure that each CSO is aware of local rules or Court Orders that are in place at their facility that outlines filming and photography;

III. In-District Phase I Orientation – OJT
SUBJECT SCOPE
32 hour On-the-Job Training (OJT) Paired with experienced CSO or LCSO; At a minimum, OJT shall consist of familiarization with post orders, local rules, emergency procedures, facility awareness, a review of the Occupant Emergency Plan, and topics covered during the Phase I introductory training
Review & Examination Contractor shall administer both a practical proficiency demonstration of skills and ability; and a written examination that demonstrates the CSO’s full knowledge and understanding of the subject matter presented as part of In-District Phase I Orientation Training.
