14.12 Authorized Ammunition Purchases

14.11 Firearms

Overview

The United States Marshals Service (USMS) Law Enforcement Safety Training Program

(LESTP) Branch has conducted significant research regarding our ammunition supply letter.

This includes identifying new ammunition that will meet our operational needs. The USMS has adopted the Federal Bureau of Investigation (FBI) ballistic protocols for use in determining which ammunition should be operationally deployed by our personnel.

The following document is divided into two sections:

Section I – Ammunition Supply Letter (ASL)

Section II – Procurement Guidance

All ammunition listed in Section I has been tested utilizing the FBI ballistic protocols and successfully passed which is indicated by blue highlighting.

Ammunition on previous ASLs will be approved for duty carry for the next two years, after which it can only be used for training.

• Excess Federal/DOD ammunition may never be utilized as duty ammunition

Section II

Procurement Guidance

Districts and divisions may only purchase approved ammunition for duty, qualification, and training. Only those listed under DUTY calibers successfully meet ballistic testing protocols for

DUTY weapons.

Ammunition purchased from prior ASLs may be used as duty ammunition for two years, after which it can only be used for training unless approved by the Training Division (TD). We highly recommend that, if you are utilizing ammunition which is not listed, you procure listed ammunition for duty carry and utilize the old ammunition for training.

All ammunition must be purchased and issued by the USMS. Only USMS issued ammunition can be utilized on duty.

Each operational employee is entitled to a minimum of 500 rounds of authorized duty ammunition per year for practice. This requirement per policy is in addition to that used for qualification, training, and preparing magazines for duty use.

The TD continues to strongly recommend keeping an estimated two-year supply of ammunition on hand. Market changes can cause great fluctuations in the availability and pricing of ammunition, with negative effects on operational readiness. Placing orders quarterly or semi-annually, instead of just once a year, can also be advantageous for managing both funds and storage.

Districts/Divisions may use either duty ammunition, reduced hazard, or non-toxic ammunition for training. Neither reduced hazard nor non-toxic ammunition may ever be deployed as duty ammunition.

Reduced Hazard Training (RHT) ammunition: Considered to be lead-free primer and bullet.

Frangible ammunition: Bullet will disintegrate upon contact with a surface harder than the bullet itself (e.g., steel targets).

For training requiring steel targets, frangible ammunition may be purchased and maintained.

The use must be monitored and the following controls must be put in place:

• Store frangible ammunition separately from duty ammunition;

• Issue it only on the range;

• Frangible ammunition must be used when firing on steel less than 15 yards away with handguns and 100 yards away with rifles;

• Frangible ammunition must be used when firing on steel less than 15 yards away for shotguns utilizing buck/bird shot and 100 yards when utilizing slugs; and

• Account for all ammunition prior to leaving the range, checking all magazines, etc.

In addition to duty and frangible ammunition, excess Federal and DOD ammunition can be procured on a case by case basis. All requests to acquire excess Federal/DOD ammunition for training must be directed to either the Chief of the USMS LESTP Branch or the USMS Armorer.

Requests must include the following:

• Caliber of ammunition, manufacturer, and quantity of ammunition;

• Type of ammunition (i.e., FMJ, SP, HP, JHP, etc.);

• POC excessing ammunition; and

• Condition of ammunition, age of ammunition, and specific purpose of ammunition.

As a reminder, all decisions to acquire excess Federal/DOD ammunition will be determined on a case-by-case basis.

“Non-contract” items are considered “Open Market” (OM) pricing and may be subject to price changes. Ordering activities shall confirm price at the time of order, as prices for components and raw materials used to manufacture ammunition change frequently, making it necessary to confirm prices for most non-contract items.

Note: Testing and/or evaluations of additional calibers and types of ammunition will continue annually by the TD LESTP Branch. As such, districts and divisions shall continue to monitor for updates to the ASL.

USMS Contracting Officer and e-mailed to Bryan Lane, FBI Contracting Officer, to fulfill the procurement requirements of a “fair opportunity determination.” This process allows the FBI

Contracting Officer the ability to track multiple users and ammunition quantities purchased using their contract. As such, manufacturers with contract awards have been advised that

USMS has authority to order using the FBI contracts, but an e-mail from the FBI’s

Contracting Officer must precede each order.

Once an FBI Contracting Officer approval reply is received, there is no need to include the e-mail with the order because approval will be verified by the respective manufacturer.
