Attachment 4(D) CSO Soft Body Armor Requirements
1.0 Soft Body Armor Kit
• Male or Female Front and Rear Concealable Ballistic Panels
• Two Concealable Armor Carriers
• One Hard Trauma/Ballistic Insert (non-metallic/Semi Flexible)
• Two External Vest Carriers
• All Soft Body Armor Kits must fit in accordance with ASTM E3003-15 Standard
Practice for Body Armor Wearer Measurement and Fitting of Armor, specifically Section
7. Personal Armor Fit Assessment (https://www.astm.org/NIJ/bodyArmorFit)
• Applicable documentation and accessories are required, i.e.
o Fit Guarantee o 5 Year Warranty o Assembly and wear instructions o Straps or accessories required for wear and assembly o Care and maintenance instructions
2.0 MANDATORY TECHNICAL REQUIREMENTS FOR SOFT BODY ARMOR KIT
2.1 Male Concealable Ballistic Panels
• National Institute of Justice (NIJ) Standard-0101.06 certified or most current NIJ certification based on evolving requirements and procedures
• NIJ Levell IIIA Certified Ballistic Panels
• Weight less than 1.05 lbs /ft2
• Thinness less than .25 inches
2.2 Female Concealable Ballistic Panels
• Shall be fully structured (pinned/darted) to specifically fit a female torso, to include frontal cups
• Shall be from the same product line/model and material as 2.1 Male Concealable
Ballistic Panels
• NIJ Standard-0101.06 certified or most current NIJ certification based on evolving requirements and procedures
• NIJ Levell IIIA Certified Ballistic Panels
• Weight less than 1.07 lbs /ft2
• Thinness less than .25 inches
2.3 Concealable Armor Carrier
• Quantity: two (2) per unit
• Trauma/Ballistic plate pocket-front https://www.astm.org/NIJ/bodyArmorFit
• Single, wide, securing waistband
• Adjustable shoulder connections
• Carrier material-white in color
• 5 inch Non-Velcro tab extension on securing waist straps for easy release on front of carrier
2.4 Trauma/Ballistic Insert for Concealable Carrier
• Provides additional trauma protection
• Non-metallic
• Semi Flexible
2.5 External Vest Carrier
• Quantity: two (2) per unit
• Appearance of Oxford style Dress Shirt to include: buttons down front, two chest pockets. One carrier shall be Dark Navy Blue and shall be White in color.
• Designed to be worn over uniform shirt
• Closures, either side hook and pile or zipper, to facilitate easy removal
• Single, wide, securing waistband
• Trauma/Ballistic plate from pocket
• Sizes should be offered to accommodate both Male and Female
• Adjustable shoulders and sides to ensure a comfortable fit
• Manufactured using durable fabric
• Accepts all concealable ballistic panels
