About this file
This is a bidding requirement document issued by the City of Carmel, Hamilton County, Indiana, for the Raised Crosswalk Improvements project at Gray Road and Hazel Dell Roundabouts. The project encompasses construction of raised crosswalks at six intersections (116th Street & Gray Road, 126th Street & Gray Road, Main Street & Gray Road, 116th Street & Hazel Dell Parkway, 126th Street & Hazel Dell Parkway, and Cherry Creek & Hazel Dell Parkway), with associated work including storm sewer installation, full depth patching, curb and gutter replacement, and sidewalk construction. Sealed bids must be submitted via the City's e-Procurement Portal by 9:00 am on Wednesday, February 4, 2026. A non-mandatory pre-bid conference is scheduled for Thursday, January 22, 2026, at 1:00 pm, offered in both in-person and virtual formats. The project is divided into four phases with staggered start and completion dates, with substantial completion required by August 10, 2026, and final completion by September 10, 2026.
All bids must include E-Verify documentation in the form of a computer screenshot of the business' E-Verify webpage, with failure to include this requirement resulting in bid rejection. Additional bid requirements include a bid bond or certified check equal to 10 percent of the bid amount, evidence of insurance, a surety letter of intent, completed manufacturers and subcontractors lists, and a non-collusion affidavit. The contract will be awarded to the lowest responsive and responsible bidder and funded through City of Carmel municipal appropriations. Successful contractors must comply with Indiana prevailing wage requirements, maintain workers' compensation coverage, implement a drug testing program, use only domestic steel products, and provide 100 percent performance and payment bonds along with a 10 percent maintenance bond for three years following final acceptance. The general contractor must contribute at least 15 percent of the contract price in work, materials, or services.
