About this file
This file is a Task Description Document (TDD) template provided for use in responding to federal contract opportunities, specifically designed for ARPA-H Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) proposals. The template establishes a standardized format for small business concerns to articulate their proposed approach to fulfilling solicitation objectives and requirements.
The template requires proposers to structure their response around a project description followed by detailed task breakdowns. For each task, respondents must provide: a comprehensive description of the technical approach; identification of the responsible organization(s) and key personnel; location(s) where work will be performed; specific technical deliverables with associated intellectual property assertions if less than Unlimited Rights; designation of whether human subjects or animal research is involved; estimated task budget; and clearly defined milestones with observable performance metrics. The milestone section requires proposers to identify the quarter start and end dates for each milestone, describe completion criteria with observable events and performance metrics, and articulate significant risks associated with milestone achievement along with planned mitigation strategies. This template is intended to facilitate consistent, comprehensive proposal submissions to ARPA-H's SBIR/STTR program, which aims to stimulate technological innovation by small businesses and increase private sector commercialization of federally funded research and development.
