About this file

This is a Solution Summary Submission Template for ARPA-H's Small Business Program (SBIR/STTR) that establishes the required format and content structure for applicants responding to the draft solicitation 75N99226R00002. The template mandates submissions in 11-point font with minimum 0.5-inch margins, converted to PDF format, with a cover page separate from the 4-page maximum for the solution summary itself. Applicants must indicate whether they are applying for Phase I, Direct to Phase II, or Fast Track funding, and specify SBIR or STTR program participation, along with organization UEI and any partner organizations.

The solution summary content must address Technical Merit and Technical Novelty evaluation criteria and include: (A) a brief project and technology overview; (B) the proposed technical solution with challenges and innovations; (C) key activities and milestones; and (D) relevance to the topic. Direct-to-Phase II applicants must provide an additional Feasibility Statement (maximum 1 page) addressing the scientific basis and evidence of project success, while Direct-to-Phase II and Fast-Track applicants must submit a Commercialization Plan Statement (maximum 1 page) describing commercialization strategy, target customers/markets, and anticipated transition challenges. This template is part of ARPA-H's pre-solicitation phase under the National Institutes of Health, with the actual BAA anticipated for release through SAM.gov at a future date.
