Safety Safety is a priority. The contractor shall be required to complete a safety course prior to work on-site as well as provide a Job Hazard Analysis and Site Specific Safety Plan for review, comment and approval prior to commencing any work.
The contractor is to comply with all applicable regulations pertaining to the health and safety of their personnel and subcontractor personnel during the execution of the project.
The Government will conduct periodic safety inspections, any conditions and/or practices deemed unsafe will be brought to the contractor’s attention. If corrective actions are not taken, the contractor is subject to permanent removal from the project.
Security
Multiple Award Construction Contract (MACC) The government intends to award up to, no more than, four IDIQ contracts.
The total quantity to be ordered is $9,999,999 for the length of the contract, not to exceed 5 years.
The maximum quantity is calculated as the sum of all orders issued, including modifications, to all contractors with a MACC The minimum guaranteed amount is $1,000, for the life of the contract.
Orders will be valued between $2,000 and $1,250,000.
It is our intent that all task orders awarded under the MACC will be competed. The plan is to award most of them based on price only. However, depending on the complexity of a specific task, we may require technical proposals.
Competitive, Best Value Determination Competition is limited to 8(a) firms located within Colorado, and other 8(a) firms with a bona fide place of business within the competitive geographical area.
This is a best value, tradeoff, source selection process.
The Government may award to other than the lowest priced offeror or other than the highest technically rated offeror based on a best value determination.
Technical factors are more important than price.
Sections L and M The proposal will have two volumes: technical and price.
The best value determination will be made to award the MACC (up to 4) and the first task order (only one).
The task order, the Berm Project, is the first task order under the MACC. It will be used to evaluate price. DO NOT include any pricing information in the technical proposal.
The technical volume will be evaluated in accordance with the stated criteria.
Recommend making a checklist out of Sections L & M and ensuring the proposal addresses everything listed. Have someone who was not involved in the proposal preparation read the proposal with the checklist. We intend to award without discussions.
There is one factor, the ability to obtain a minimum bonding value of $1,250,000 for a single project, that will be pass/fail.
