Offeror Questions and Government Responses April 27, 2018
Question 1: Part 2 Scope of work Section for TO # 1 Tower 8 Berm Repair Project includes the installation of an earthen causeway to the damn, sheet C4 does have causeway detail – 1 but is not clouded as a revision, should we used Detail 1 for full causeway construction if not what detail should we use? Should the causeway shown on sheet C4 be fully installed or repair as part of the TO scope?
Answer 1: All of C4 is applicable to the solicitation.
Question 2: What element shown on Drawings Sheet C5 are new for this TO other that the Sump Pump itself? We are assuming only Sump Pump and related electrical connections are part of this TO task.
Answer 2: Refer to the scope of work, any assumptions shall be stated in the proposal.
Question 3: Per Drawings Sheet E2 of the Electrical Plans a feeder and spare conduit needs to be install underground from the new panel PT8 to existing pull box by directional drilling methods, is there’s any geotechnical (Bore Logs) information available on the grounding plane area? Note #2 on Drawings Sheet C4 says previous soil boring information will be available by NIST on sheet titled “Plan of Antenna No.
2A”. Can you please provide the referenced drawing?
Answer 3: For clarification, there is no existing pull box.
Question 4: On Attach 6 Price Breakdown, on the totaling components, are you looking for a % on the overhead profit and bonding, are you requesting a subtotal number for the three of them or are you requesting both, % and $ ?
Answer 4: Both.
Question 5: Note 5 of Drawing Sheet C4 states “the area shall be stripped of all topsoil, debris, etc…. the embankment foundation subgrade shall be scarified to a min. 12” and compacted to the specified moisture content”. Does this note and Note 6 applies to the causeway and berm repair area? or both?
Can existing topsoil or material to be stripped be used or redistribute on site?
Answer 5: Notes 5 and 6 apply to both. The materials can be reused if it meets the specifications of the note.
Question 6: Detail 1 on Sheet C4 shows a minimum “1’ EXCAVATOPN”, is this a miss-spell? Does every material from the existing ground to the CDOT Class 6 on the causeway needs to be new imported embankment material?
Answer 6: Excavatopn is a typo, and should be excavation. The drawings identify the minimum requirements, we are looking for the contractor to give the technical approach.
Question 7: The scope of work states that the drawings released are for the original completion of the berm and repairs to berm are to meet section on sheet C1. Sheet C1 has a section but it is not shown as updated with a red box around it. Is this the correct cross section we are to use for bidding purposes?
Answer 7: Reference section on C1 to clarify the extent of berm repair required.

April 27, 2018
Question 8: Sheet C1 has a “Grading” detail. This detail is showing “Existing Riprap To Be Removed” in an upside down “L” shape. Sheet C4 detail 3 shows “Approx. Limits of Berm Repair” to be a “U” shape.
Please clarify the extents to which we are to repair.
Answer 8: The berm must be repaired to meet the dimensional details in cross-section on C1,
(ie. 10’ flat along top of berm and 24’ and 25’ exterior slopes to water).
Question 9: The statement of work states “installation of earthen causeway to damn”. Sheet C4 detail 1 is not circled in red. Are we to replace the causeway as part of this project? If so, are we to use detail 1 on sheet C4 for the Causeway repairs?
Answer 9: Yes, please use detail 1 on sheet C4. The causeway is to be constructed.
Question 10: Sheet C4 detail 3 states “Contractor may need to pull back existing riprap at 1:1 to install geotextile fabric”. Sheet C1 detail “Section” shows we are to remove all existing riprap, overexcavate 1’, scarify to a minimum of 6”, then build up the berm. The note on sheet C4 and the details on sheet C1 seem to contradict where sheet C4 seems as if we are only pulling back the existing riprap, installing geotextile fabric, then laying back the riprap where sheet C1 appears as if we are fully re-constructing the berm and raising its elevation. Please advise?
Answer 10: Berm is to be repaired per scope of work to meet dimensions on C1 as noted above.
Question 11: Sheet C4 detail 1 is for the Causeway. It is not circled with a red box. Is this the detail we are to use for construction?
Answer 11: Yes.
Question 12: Is the existing riprap to be re-used? If not, is it to be stockpiled onsite or hauled away and disposed of?
Answer 12: Riprap can be reused where it meets the design requirements. Any unused riprap to be returned to owner and stockpiled in a designated site on the radio station.
Question 13: We would like to request an additional site visit due to the clarification questions regarding the scope of work.
Answer: There is another site visit scheduled for Monday, April 30. A notice was posted to FBO.gov on April 24.
Question 14: C-4 Note 1 states "project is located outside NIST property, and is the property of the North Poudre Irrigation Company". Which entity is responsible for coordination with property owner?
Answer 14: NIST will be coordinating with North Poudre Irrigation Company.

Question 15: C-4 Note 4 states "soil boring information will be made available by NIST". Can NIST provide boring documents of the site?
Answer 15: The soil boring information is included in Amendment 002.
Question 16: C-4 Note 8 states dewatering shall occur. Please provide historical data on water levels or anticipated water level during proposed period of performance.
Answer 16: NIST does not have historical information. Typically, late-spring and early-summer is when the water level is at its highest. The water level is typically at its lowest point in fall and winter.
This can change if the NPIC decides to disperse storage water.
Question 17: Existing grade elevations contradict between C-1 and C-4. Clarify elevations of C-4 Detail 3 (i.e. existing and final top of berm elevation).
Answer 17: There isn’t an elevation on C4 detail 3.
Question 18: Clarify if the guy anchor repair is to be included in this project. Part 2 SOW references guy wire spec 02 58 10 in Part 3. Part 2 does not include guy anchor detail sheet under "Drawings pertinent to this contract". Are we to include/consider S1-S2 in pricing summary?
Answer 18: Guy wire project not included, the information is provided as a reference.
Question 19: Clarify if the sump pump is to be included in this project. Part 2 of SOW only includes C-4 as drawings to consider. C-5 is excluded which shows sump pump detail.
Answer 19: Yes, sump pump is to be provided and installed. C4 and C5 are applicable to this project as highlighted on the title sheet and as clouded in red.
Question 20: Clarify if chain link fence is included in this project. Part 3 includes the specifications but are no not included in drawing C-4.
Answer 20: No, the chain link fence is not included in this project.
Question 21: Will NIST provide a known utility plan of the lot?
Answer 21: No utility plan is available.
Question 22: Is there any allowable tolerance to radio signal disturbance?
Answer 22: No, the signal is critical and cannot be interrupted.
Question 23: Are there any restrictions to hours of operations?
Answer 23: Yes, as stated in Attachment 1 – General Instructions for Construction/Maintenance Activities at the NIST Boulder Campus.

Answer 24: No, dust and noise partitions are not required.
Question 25: Are there any issues with cell phone usage near or adjacent to radio tower? Any concerns with interference?
Answer 25: No, there are typically no issues.
Question 26: RFP page 54 – Volume II, Factor 2: If an Offeror is utilizing experience information of affiliates / subsidiaries / parent / LLC / LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate / subsidiary / parent firm will have meaningful involvement in the performance of the contract. We are allowed 2 pages per project for Factor 2. Would the Government please exclude the meaningful involvement letters from the page count?
Answer 26: Yes, the letters are excluded from the two-page limit on the Construction Experience Project Data Sheet.
