Amendment 006
1. Under Section L, Instructions, Conditions, and Notices to Offerors:
a. Section 3.7.2 Price Proposal Instructions paragraph 5(a) is deleted in its entirety and replaced with the following:
5(a) Offerors shall use the following period of performance for pricing purposes:
Transition: June 1, 2016 – November 30, 2016
Base Period: December 1, 2016 – November 30, 2017
Option Period 1: December 1, 2017 – November 30, 2018
Option Period 2: December 1, 2018 – November 30, 2019
Option Period 3: December 1, 2019 – November 30, 2020
Option Period 4: December 1, 2020 – November 30, 2021
Option Period 5: December 1, 2021 – November 30, 2022
Option Period 6: December 1, 2022 – November 30, 2023
Option Period 7: December 1, 2023 – November 30, 2024
Option Period 8: December 1, 2024 – November 30, 2025
Option Period 9: December 1, 2025 – November 30, 2026
b. Paragraph 70 is deleted in its entirety and replaced as follows:
“70) For pricing purposes, offerors shall nationalize Pakistan by the completion of transition period of performance. The C208s will be transferred to the Embassy and the Hueys will be retrograded out of country. The incumbent contractor will be responsible for the nationalization of Pakistan. The Pakistan requirement will be removed at the completion of the transition. Offerors shall not price the nationalization of any other locations.”
2. Revised proposals are due on or before November 16, 2015 at 2:00 PM Eastern Time.
3. All other terms and conditions remain unchanged.
Questions and Answers
1. Question: Are the numbers of hardcopies shown in Table 3.1 in effect for the revised proposal submission? The hardcopy requirements, including “Master” copies, shown in the table are 8 each for Executive Summary, Technical, and Business; and 3 each for Past
Performance, Price, and Contract Documentation. Would the Government consider a reduced number of hardcopy submissions?
Response:
1. Yes, excepting the past performance (see below), the numbers of hardcopies shown in Table 3.1 are in effect for the revised proposal submission. Including
“Master” copies provide 8 each for Executive Summary, Technical, and
Business. Provide 3 each Price, and Contract Documentation.
2. Exception: Past performance is not required for the revised proposal submission, unless you intend to submit additional information.
3. No, we cannot reduce the number of hard copies. All are required for the evaluation panel.
2. Question: Amendment 005, section 3, states that “paragraph 70) For pricing purposes, offerors shall nationalize Pakistan by the completion of transition period of performance.
The C208s will be transferred to the Embassy and the Hueys will be retrograded out of country. Offerors shall not price the nationalization of any other locations.” If the government’s intent is to nationalize the Pakistan Operations within the Transition Period
(180 days), would nationalization occur as a part of the Incumbent’s drawdown transition plan? Will the government remove Pakistan as a required site for manning, equipping and operations for the incoming contractor and expect the incumbent to accomplish the nationalization as they complete its transition off the contract?
Response: Yes, the incumbent will be responsible for the nationalization of
Pakistan. The Pakistan requirement will be removed at the completion of the transition.
3. Question: ENs were issued using two formats: clarification request worksheet (CRW);
and Evaluator Rating Sheet (ERS). It is assumed that the CRW format provides space under the clarification requested to provide a response. Please confirm if our assumption is correct, and if not, please advise how Offerors should provide its responses to the
CRWs. The ERS format does not appear to provide space for a response. Please advise the approach for Offerors to provide its EN responses to the ERS document.
Response - Offerors should put their responses in the Comments/Notes Section of the ERS’s (see below)
For the CRWs, responses may be inputted under the Clarification Requested language (see below).
4. Question: The changes provided to the PWS in Amendment 0005 include changing the requirement under PWS section 2.C.43.a such that it now states “The IT associate contractor will support the existing MIS (AWIS) until transition to new MIS is complete.”
Please advise whether the requirements of PWS sections 2.C.43.b through 2.C.43.e. are still the contractor’s responsibility or the responsibility of the IT Associate Contractor. If the aforementioned requirements are those of the IT Associate Contractor, please confirm that the government is deleting PWS sections 2.C.43.b through 2.C.43.e.
Response - The requirements of PWS sections 2.C.43.b through 2.C.43.e. are still the contractor’s responsibility. These pertain to the MIS proposed by the successful offeror. The IT Associate Contractor is, and will be responsible for the existing
MIS (AWIS) collaterally during the transition period. The government is not deleting PWS sections 2.C.43.b through 2.C.43.e.
5. Question: Will the Government consider the use of notations within headings and text denoting changes, or does the Government require ‘track changes’ for evidence of changes?
Response - The Government does not require “track changes” for evidence of changes, notations within the headings and text denoting changes is acceptable.
6. Question: If the Government requires ‘track changes’, then will the Government consider relief from the page limitations in Section L.3.1, to account for text lines added while in
‘track changes’ format?
Response - The Government does not require “track changes”
