We request the cover letter be excluded from Tab A page count and that the total page count for Tab A be expanded to 10 pages so that offerors may adequately describe a contract's relevance and performance in terms of the characteristics or aspects the Government will consider in evaluating relevancy and making a performance assessment, to include quality of services, contract compliance, management effectiveness, business relations, business conduct and small business utilization. Additionally, recommend Item 16 be removed from Section 1 since it requires information that is redundant with Tab B and would add to this page count. Amendment #1 increases of page count from 7 to 20 in Table 3.1, III.A, Tab A.

Combined, this solicitation now includes wider management, safety, and other requirements than while seperate. Accordingly the additional labor categories, and their corresponding minimum qualifications are included for your information.

36 RFP Attachment J-11 The latter pages of Attachment J-11 incorporates inaccurate information or reflects no information in two of the table columns – specifically Minimum Education and Specific Training. Further, the column for Position Name is devoid of information in many of the latter pages. These inaccuracies, and others we raise in the preceding questions 36 and 37 give rise to substantive questions regarding the overall reliability of J-11. Will the Government issue a revised Attachment J-11, reflecting accurate information across all columns of the document? Where no minimum is written, none applies.

Aircrew training is expected in all locations. Can we safely assume the DOS/HN supplied trainees will have already graduated from an undergraduate flying training program (already "rated" with comparable FAA/HN/Military ratings)? Will all trainees be screened for minimum medical and aptitude requirements? What will the contractor responsibilities be for QC'ing the minimum entry prerequisites to be entered into these training programs? Can you confirm the UH-1 is the preferred platform for IERW when those classes are requested? Is Patrick AFB the only location for IERW or do you expect the course to be executed in the host countries? Which ones? What is the anticipated IERW annual student through put? What is are the desired Course Training Standards (CTS) for advanced flight training and IERW syllabi? Do you have student management policies in place to govern training programs? Are the student management policies expected to be developed by the contractor? Initial Entry Rotary Wing (IERW) is not a requirement under this solicitation.
46 PWS 4.a & 4.a.4 PWS references HN training to assume the aerial eradication mission -- how many COL HN/TCN (non-contractor)AT-802 and C-208 pilots are trained and qualified? How many are current? How many are in the pipeline for training? All AT-802 pilots are contracted under this solicitation.
C-208 uses a mix of contract and HN pilots, which currently includes two Colombian National Police (CNP) pilots.
47 PWS 2.C.51 Program Maintenance Under a Firm Fixed Price Contract how is the Contractor to estimate and price unscheduled maintenance? How much unscheduled maintenance should Offerors assume? Please provide historical workload data (e.g. maintenance man hours per flying hour per aircraft) Cited reference 2.C.51 is for contract scope of performance. However, the proposal requires BOM according to L.3.5.4.3, Bill of Materials, referencing attachment J.17.
