About this file

This document is a justification and approval for other than full and open competition for a federal contract opportunity. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 seeks sole source proprietary products for the Mental Health Outpatient Renovation Building 5 Project at the Brockton VA Medical Center campus. Required products include Schlage door locks, Best door lock cylinders, Norton door closers, Siemens building management systems, Shaw carpet tiles, Johnsonite/Tarkett resilient base, Nurazzo tiles, Hermann Miller casework, GE/EST3 fire alarm systems installed by Signet Electronic Systems, Hirsch Electronics card access systems with ExacqVision monitoring installed by Red Hawk Fire and Security or Signet Electronic Systems, and Leonard mixing valves. The justification cites compatibility with existing campus-wide systems, existing service contracts and inventories, and standardized designs as reasons sole source procurement is necessary. The anticipated contract value is $478,620.

Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires

Select proprietary products to be used on #523A5‐19‐305 Outpatient Mental Health Renovation Building 5 Project. These Brand Name products are:

a) Schlage Door Locks – Schlage is the existing VA Brockton Engineering building standard for door locks that is installed and operating campus wide at the Brockton VAMC. Schlage products are compatible with the Best keying system used on the Brockton VAMC campus; other manufacturer’s door locks may not be compatible with the Best keying system and may not operate properly or operate at all with the Best keying system. The Brockton campus has an existing locksmith with inventory of Schlage door locks and spare parts; it would be uneconomical for VA locksmith to create additional inventories of other manufacturer’s door locks. Therefore, only this manufacturer’s products are acceptable; no substitutions.

b) BEST 7‐Pin Door Lock Cylinders with Removable Cores from Stanley Security Solutions ‐ BEST 7‐ Pin Door Lock Cylinders with Removable Cores from Stanley Security Solutions is the existing VA Brockton Engineering building standard for door lock cylinders that is installed and operating for the keyed security system campus wide at the Brockton VAMC. Other manufacturer’s cannot make the Best lock cylinder and would not be compatible with the existing keyed security system. The Brockton campus has an existing locksmith with inventory of BEST 7‐pin cores from Stanley Security Solutions; in order for the new door lock cylinders with removable cores on this project be coordinated with the existing locksmith and inventory, the door lock cylinders with removable cores must be BEST 7‐Pin door lock cylinders with removable cores from Stanley Security Solutions.

Therefore, only this manufacturer’s products are acceptable; no substitutions.

c) Norton Door Closers is the existing VA Brockton Engineering building standard for door closers that is installed an operating campus wide at Brockton VAMC. The Brockton campus has an existing stock of repair/replacement parts should a problem be encountered with the closers. Therefore, only this manufacturer’s products are acceptable; no substitutions.

d) Siemens Building Technology Direct Digital Control HVAC Building Management System including components ‐ Siemens Building Technology Direct Digital Control (DDC) HVAC Building Management System is the existing building management control system installed and operating campus wide at the Brockton VAMC. Any products to be used on the existing HVAC Building

OFOC SOP Revision 11 Original Date: 03/22/11

Management System must interface with the existing system. To minimize the technical risks of ensuring compatibility among the component parts and integration of the entire DDC system with the campus wide system, the system and components installed in this project should be provided by the same manufacturer as that of the campus wide system; other manufacturer’s components may not operate properly or operate at all on the existing system. The VA has existing service contracts with Siemens. It is cost effective for the new DDC system and components to be installed and maintained under the existing service contracts with Siemens. Introducing other manufacturer’s products may void the existing DDC system’s manufacturer’s warranty. Therefore, only this manufacturer’s products are acceptable; no substitutions.

e) Shaw Carpet is the existing VA Brockton Engineering building standard for carpet tiles that are installed campus wide at the Brockton VAMC. Therefore, only this manufacturer’s products are acceptable, no substitutions.

f) Johnsonite/Tarkett is the specified resilient base as part of an overall wayfinding program being implemented at VA Brockton. Therefore, only this manufacturer’s products are acceptable, no substitutions.

g) Nurazzo Tile is the specified tile as part of an overall wayfinding program at VA Brockton. These tiles are resilient tiles designed to stand up to the rigors of a hospital setting. Therefore, only this manufacturer’s products are acceptable, no substitutions.

h) Hermann Miller Clinical Compass cabinetry is the VISN 1 standard for all of its hospitals. The standard is needed for continuity of design, ease of use, safety, infection prevention and standardization of cleaning and repair. Therefore, only this manufacturer’s products are acceptable, no substitutions.

i) General Electric/EST‐3 Fire Alarm System as assemble and bench tested by the manufacturer of record, Signet Electronic Systems, Inc.: General Electric/EST‐3 Fire Alarm System as assembled and bench tested by the manufacturer of record (Signet Electronic Systems, Inc.) is the existing fire alarm system installed and operating campus wide at the Brockton VAMC. National Fire Protection Association (NFPA), Building Code, Life Safety Code and VA Standard require Fire Alarm systems to be the product of one manufacturer to maintain UL listing, NFPA compliance testing and hospital certification. This project will include fire alarm system installation that is an extension of the existing campus wide code compliant and certified fire alarm system. Any products to be used on the existing fire alarm system must be the existing system’s products. In order to ensure system compatibility and to maintain manufacturer’s warranty; other manufacturer’s components may not operate properly or operate at all on the existing system. Adiditonally, Signet provides the master box shunts for new fire alarm tie‐ins. Therefore, only this manufacturer’s products are acceptable;

no substitutions.

j) Electronic Safety and Security / Video Monitoring Systems – The entire Medical Center Complex (all three divisions) is on a Hirsch Electronics card access system with ExacqVision Monitoring System. The system provides security to the complex and is connected directly to monitors in the Police headquarters at all three divisions. The nodes of the system are in controlled spaces throughout the facility. Access to the spaces is strictly controlled to assure the security of this system and the other critical Information Systems in these spaces. The system as a whole, over

OFOC SOP Revision 11 Original Date: 03/22/11

$3,500,000 of installed equipment, is an essential part of assuring Safety and Security of patients and staff at the Medical Center with monitoring capabilities. Accordingly as we look toward adding small new pieces to the system it is essential that we safeguard our investment and the systems overall integrity. The recommended source has demonstrated both the ability to install the system properly and to troubleshoot problems when they occur. The workmen have shown that they are reliable and can be trusted. This is essential because of the spaces they will be working in. No other contractor has the information, nor does the VA have an adequate inventory and description in order to allow others to provide proposals. Moreover, if another contractor performed work on the system and the VA had problems after the fact with the system, the government could certainly end up in a dispute not easily resolvable as each vendor could blame the other for the problems with the system and the VA, even with the devotion of a lot of time, would be hard pressed to determine who was at fault.

Engineering Service believes that a critical system like this one needs to be taken care of and modified by a single company so that when there are problems a single source can be contacted for immediate correction.

l) Leonard Water Temperature Control Mixing Valves ‐ VA Brockton Engineering’s Building

Standard for mixing valves are Leonard Water Temperature Control Mixing Valves. Mixing valve per Bulletin G‐170370 dated December 30, 2016, Leonard Water Temperature Control; Be guided by the size of the line specified for the fixture. Install new mechanical mixing valve on all sinks and showers. Therefore, only these manufacturers products are acceptable, no substitutions.

Estimated Cost: $478,620
