Low Voltage Wiring SPECS: Are we supposed to be supplying fiber backbone cabling from the MDF to each IDF closet, if so what type of fiber is required? In many offices I see a solid triangle and next to it a half-shaded triangle. Can we combine both network jacks and phone cabling on the same wall plate? In the shaded area are we installing surface raceway for the network drops? Can the raceway be plastic or metal raceway? Would we be supplying racks, cabinets and or ladder tray in each of the IDF closets?
· RESPONSE: Yes, refer to keyed note 8 on drawing EY651. Existing fiber to be removed once new fiber has been installed.
· Half-shaded network jack is already a 4-port jack with (4) Cat6 cables/jacks. Fully shaded telephone jack is an additional single port faceplate, which should remain separate.

Q12.
The ACM abatement specification section 028211 refers to Mabbet and Associates Crawl Space Soils asbestos sampling Report. Please provide per specification.
RESPONSE: Please refer to the attached report titled “VA Brockton & Jamaica Plan Dust & Soil Rpt_FINAL-021716”.
Q13.
Please provide a specification for the temporary trailer.
RESPONSE: Specifications for the temporary trailer are provided in Specification 01 50 00. Temporary Facilities shall be a delegated Design based on providing the appropriate SF associated with the SF taken out of service during the renovation refer to GI004-GI010 for program requirements. The basis of design employed is based on the attached drawings provided by a local vendor see C1 and A1. The specific scope of spaces required may vary based upon the program required for each phase.
Q14.
Phasing appears to require the infrastructure for the mechanical systems to be installed during phase 0 so that when each phase is taken, it can be finished and turned over. This is understood to mean in general we would need to get all the heating plant stuff done in the basement, chiller installed, piping mains up, duct mains installed, and AHU installed in the penthouse. This would require that the mechanical equipment (chiller, AHU, heating equipment, VFD’s) be received and installed prior to starting phase 0. With equipment lead times increasing due to industry supply issues, this could mean that nothing could be done on the project for upwards of a year while waiting for equipment. Lead times are unknown.
RESPONSE: Phase 0 represents any enabling work that can be performed at Level 0 that prepares Level 0 services with the subsequent phases for the floors above. If areas indicated for the floors above are not occupied, then this work can be phased during the duration of the specific phase. If the proposed phasing does not meet the intended schedule, or the current construction climate then the contractor shall provide a schedule that meets the criteria of maintaining continuous operation of the facility during construction. During the installation and preparation of the temporary facilities the long lead items can be identified and ordered. The bidding, design, approval and installation of temporary facilities shall take a considerable amount of time. All infrastructure work assumes the need for temporary feeds from temp equipment to meet the phasing and occupancy goals.
Q15.
The phasing also would need to span across heating and cooling seasons, meaning that both the hot water systems and chilled water systems would need to be available.
RESPONSE: See note above Q14 as well as Level 0 phasing for each subsequent phase. – if temporary cooling or heating is required to meet the intent of the project schedule this should be part of the proposed construction sequencing and associated cost. All infrastructure work assumes the need for temporary feeds from temp equipment to meet the phasing and occupancy goals.
Q16.
Is it the intent of phase 0 to have the mechanical ductwork mains installed or swapped out and cleaned during that phase so that when each wing is taken over it is being fed from new ductwork (where not existing)?
RESPONSE: It is not the intent of phase 0 to swap out ductwork. Ductwork shall be per each individual phase. Please refer to answers in Q14, Q15. All infrastructure work assumes the need for temporary feeds from temp equipment to meet the phasing and occupancy goals.
Q17.
If the intent of phase 0 is to install the new AHU-1 in the penthouse and demolish the existing AHU which feeds ventilation to the space, this would be done with the building fully occupied. There is no mention of a temporary AHU. Is the VA acceptable to the fact there will be no ventilation air for a time while this work is completed?
RESPONSE: Please refer to answers in Q14, Q15, Q16. If a temporary air handler is required to meet the phasing and occupancy requirements then this should be included in the contractors bid clarification as well as associated pricing. All infrastructure work assumes the need for temporary feeds from temp equipment to meet the phasing and occupancy goals.
Q18.
If the intent of Phase 0 is to include hot water piping distribution to be installed, with at least the mains run out, during phase 0, the piping rises from floor to floor in many different locations and throughout many other phases. Is it the intent to run these piping mains up through the building or just to install the mains in the basement to where each can be connected to in subsequent phases?
RESPONSE: The intent is that in phase 0 that all horizontal runs are to be installed and prepared to receive vertical feeds as each phase is connected to the system. Please refer to answers in Q14, Q15. Q16, Q17. All infrastructure work assumes the need for temporary feeds from temp equipment to meet the phasing and occupancy goals.
Q19.
If the intent of Phase 0 is to install the new heating hot water equipment in the basement mechanical room, this may not be possible due to space constraints. Please confirm there is space to install new equipment without relocating or disturbing the current steam heating system.
RESPONSE: The intent is to install the new heating system while the existing remains in place. This will require on site coordination of between the two systems. It is anticipated that both systems can occupy space in the existing mechanical room. All infrastructure work assumes the need for temporary feeds from temp equipment to meet the phasing and occupancy goals.
Q20.
Installation of the new heating equipment in the basement and domestic water heaters will require shutdown of those systems for a variable amount of time since they are being installed in the same location. Please confirm VA can have downtime of these systems or if temporary water heating or steam is required.
RESPONSE: If temporary systems are required to support the new systems then this shall be included in the contractor clarifications and bids. The contractor can propose alternative locations if it meets the overall intent of the project scope, and schedule. All infrastructure work assumes the need for temporary feeds from temp equipment to meet the phasing and occupancy goals.
Q21.
The existing water service (backflow, meter, piping) is shown being completely demolished and replaced with a new water service. The new 4” cold water domestic piping is shown extending throughout the building. The water service will require downtime without water. Please confirm VA acknowledges this and advise if the new water service is to tie into the existing cold water and the new water piping.
RESPONSE: New water service piping can be installed prior to the demolition of existing and the only down time would be the time to tie into the main, test the system and insure that water distribution system meets water quality standards prior to restoring this back to normal operations. All infrastructure work assumes the need for temporary feeds from temp equipment to meet the phasing and occupancy goals.
Q22.
Is the intent of phase 0 to install all new domestic cold and hot water piping throughout level 0 while leaving existing in place so that as each phase is done it is to be connected to the new water piping risers? This may be difficult to extend the larger mains with existing services in the corridor.
RESPONSE: That intent to install new piping to enable each phase is the intent. This work will require coordination between new and existing systems. It appears that there is sufficient space above the ceiling to accommodate new and existing systems. All infrastructure work assumes the need for temporary feeds from temp equipment to meet the phasing and occupancy goals.
Q23.
Is disinfection required during each phase of new piping and what is the intent on how that is to be accomplished minimizing downtime.
RESPONSE: Disinfection is the intent for each phase in regards to turning over each phase. If the work associated with a new phase is isolated from the existing then disinfection would happen prior to turn over of the current phase. Any time associated with this requirement shall be coordinated with the building operations schedule.
Q24.
With the plumbing systems throughout the building being modified and all new sanitary drainage shown in the basement with new layout, it is assumed that the existing sanitary must stay in place to allow use of the building plumbing while phase 0 is completed. It appears portions of the sanitary system are being replaced with similar layout while other portions are completely new. Can the VA confirm that there is space to install the new drainage in the basement while the existing drainage is remaining in use?
RESPONSE: Much of the main waste piping is located in a sub-Level 0 area- pipe basement there appears to be sufficient space to run new systems without affecting the existing.
Q25.
For the sanitary piping in the basement that is being replaced, is this required to be done off hours and only removing what can be replaced in one night or weekend? Please confirm times and days the VA is not using the plumbing.
RESPONSE: As much of the existing sanitary piping is located in the pipe basement the demolition work associated with this scope could be accomplished during normal business hours as long as it does not affect the systems needed to support the services operating during each phase.
Q26.
New roof drains are shown throughout the building. Are the new roof drains and storm piping only to be installed during each phase, or does the storm drain piping need to be installed in phase 0 and then the roof drain itself installed with each phase? Is the roof itself being replaced at one time requiring all new roof drains to be installed when the roof is replaced?
RESPONSE: Storm drainage shall follow the same phasing diagrams. Horizontal storm drainage designated to be replaced as part of phase 0 would be accomplished at this time and each subsequent phase of vertical risers. Final coordination of attachment of new roof drains to the vertical risers shall be considered as part of the roof replacement.
Q27.
Is there priority vendor for Tel/Data? If yes, please provide information.
RESPONSE: E2 Telecom is the VA Brockton preferred vendor. However, any vendor complying with the specifications can be used.
Q28.
Do you have the information for the vendor put the UL Master Label for the existing lightning protection system? If yes, please provide information.
RESPONSE: No, VA does not have the information for the UL listing for the existing lightning protection.
Q29.
Panel EQ2A in Tel/Data closet shown New. Please advise where it will fed from? This panel not identified on the Riser.
RESPONSE: New panel shall be fed from existing distribution panel ‘EQDP-LV’. Refer to panel schedule on sheet EP602.
Q30.
After reviewing the lighting drawings sheet EL100.1, EL102.1 there seem fixture type A-E and D-E fixture that is not on the lighting schedule Sheet EL601. Please advise what manufacture and model. Or if the light fixture is an emergency circuit or if it’s a boding ballast type.
RESPONSE: Fixture models shall be the same as ‘Type A’ and ‘Type D’ with an integral emergency driver.
Q31.
Please advise if there is any existing cable tray for all the low voltage cabling in corridors?
RESPONSE: We do not believe there is existing cable tray in corridor ceiling.
Q32.
Conflict Notes vs Specification. Per sheet EY651 Note 6. It says to provide J-hooks.. to support new low voltage cabling back to Tel/Data Room. Specification called for conduit stub out to the nearest cable tray. Please advise if the low voltage cabling needs to be in complete conduit back to Tel/Data Room if no cable tray available? Or if J-hooks is sufficient
RESPONSE: Provide J-hooks in corridor for low voltage cabling.
Q33.
Can the VA please advise if the following is needed an 18-strand SM and 18-strand OM4 MM or larger strand count from each TC 1st and 2nd floor back to Computer Room Bldg. 2, ground floor?
RESPONSE: New fiber is not required. Existing fiber runs from Building 2 into the basement of Building 5 the basement room is where the fiber is patched up to the 1st and 2nd Floor closets.
Q34.
It calls for Cat6A patch panels, but they do not exist. Would the blank hole 48-port panels with Cat6A jacks be installed on each cable at TC?
RESPONSE: CAT6A patch panels are provided by multiple vendors. Ortronics (Legrand) does make these.
Q35.
Do all Cat6A need to be plenum rated? The whole facility is non-plenum.
RESPONSE: Contractor to coordinate with VAMC to confirm plenum requirements in certain areas of the building. Non-plenum cable is acceptable in non-plenum areas.
Q36.
If fiber is needed from 1st and 2nd floor TC's to Bldg. 2 Computer Room, does it need to be in innerduct?
RESPONSE: Per the response to Q33, new fiber is not required to be brought back to Building 2.
