1. Contracting Activity: Department of Veterans Affairs, VISN 10, Network Contracting Office (NCO)
10, Louis Stokes Cleveland Medical Center will enter into a construction contract that requires the procurement of this item which requires justification for other than full and open competition. The 0 Dollar 2237 purchase request number for the “Renovate Research K‐Wing Project” is 541‐22‐1‐5986‐ 0005.
2. Nature and/or Description of the Action Being Processed: This project is named “Renovate Research K‐Wing” and this project renovates 23,232 square feet of research space located in the “K” wing of the main medical center on both the first and second floors. Project provides complete electrical, mechanical, plumbing and architectural upgrades. FCA # 193682, 280281, 280283, 280287, 265495, 280711, 280713, 337508, 33751, 337596, 280719, 280731, 280813, 280797, 280810, 280814, 280817, 280820. Project will completely replace all systems with 85% of the project correcting FCA deficiencies. Project will also address portions of the building that are not sprinklered and have outdated alarm systems.
3. Description of Supplies/Services Required to Meet the Agency’s Needs: Wade Park is heavily invested in a centralized building automation system called Tridium. Tridium was selected after extensive investigation of the facility needs and products available. This extensive investigation was performed as a separate project with the sole focus on determining the best path forward for building automation without eliminating competition for installation and maintenance. A sole source justification was submitted previously which facilitated the initial purchase of the Tridium equipment through an energy program project which. The Tridium system is currently operational and requires that on each subsequent project where there is a need for HVAC control, Automation for Lighting, Power Monitoring, Energy Metering, etc. that Tridium will be the platform required in these contracts. The software, programming/analytics, Vykon JACE 8XXX are proprietary and are the only portion of the Tridium system that needs to be sole sourced currently. All of the devices such as sensors, meters, etc. that tie into the Tridium system can be purchased with full and open competition by various open source vendors. This system needs to remain a strictly controlled single point of access for building automation for the main campus and all VA controlled properties that will eventually tie into the main campus. Engineering Services was impacted and would be again if they had to procure, train, monitor and maintain on several separate access control systems.
The estimated value of materials for this project is $45,000.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): It was found that Tridium Niagara software allows for easy integration of our existing various, electric meters, gas meters, steam meters, flow meters, lighting control, boiler plant controls, chiller plant control, HVAC controls, etc. at Wade Park. Tridium offers an overarching building automation system with one easy to use interface for engineering service, police service to monitor and control. For those reasons this system was purchased and installed in the facility and is continuing to be upgraded and expanded.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: This procurement will be competed and synopsized on SAM.gov (https://sam.gov/) as an Invitation for Bid (IFB) and will indicate the requirement for brand name specification for the Tridium Vykon system. Since the construction contract is being awarded as a firm fixed price contract through competitive sealed bidding, the bidders are incentivized to locate the supplier that will provide the item at the most economical price.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: It is anticipated that two (2) or more bids will be received through the sealed bidding process. If two (2) or more bids are received the cost of the entire project will be considered fair and reasonable to the government based on competition.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
The building automation system we looked at were the following. Study is available upon request.
