1. Contracting Activity: Department of Veterans Affairs, VISN 10, Network Contracting Office (NCO)

10, Louis Stokes Cleveland Medical Center will enter into a construction contract that requires the procurement of this item which requires justification for other than full and open competition. The 0 Dollar 2237 purchase request number for the “Renovate Research K‐Wing Project” is 541‐22‐1‐5986‐ 0005.

2. Nature and/or Description of the Action Being Processed: This project is named “Renovate

Research K‐Wing” and this project renovates 23,232 square feet of research space located in the “K” wing of the main medical center on both the first and second floors. Project provides complete electrical, mechanical, plumbing and architectural upgrades. FCA # 193682, 280281, 280283, 280287, 265495, 280711, 280713, 337508, 33751, 337596, 280719, 280731, 280813, 280797, 280810, 280814, 280817, 280820. Project will completely replace all systems with 85% of the project correcting FCA deficiencies. Project will also address portions of the building that are not sprinklered and have outdated alarm systems.

3. Description of Supplies/Services Required to Meet the Agency’s Needs: Removable core locking cylinders that are removable only with a special key or tool without disassembly of knob or lockset.

Core that allows medical center policy for key locks to be met. One grand master key to be available to open all doors by authorized individuals. (Medical Center Director and Police). The estimated value of the removable core locking cylinder materials is $5,200.

4. Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a)(1), as implemented by FAR 6.302-1.

5. Effective Date: 02/01/22 Page 2 of 3 single master key system is a requirement of VA engineering policy MP – 3. As the Cleveland VA medical center continues to move toward consolidation patient and staff safety concerns remain at the forefront of design decisions when selecting systems. To change to a different locking system would require numerous master keys potentially causing delays in accessing all area of the campus in event of emergencies. The lock set requested allows the facility to expand and renovate as required and maintain the ability to meet patient and staff safety requirements.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: This procurement will be competed and synopsized on SAM.gov (https://sam.gov/) as an Invitation for Bid (IFB) and will indicate the requirement for brand name specification for the Corbin Russwin Locking Cylinders. Since the construction contract is being awarded as a firm fixed price contract through competitive sealed bidding, the bidders are incentivized to locate the supplier that will provide the item at the most economical price.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: It is anticipated that two (2) or more bids will be received through the sealed bidding process. If two (2) or more bids are received than the cost of the entire project will be considered fair and reasonable to the government based on competition.

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Medical center has investigated the ability of other lock manufactures to operate within the requirement to have the ability to open all doors with one single grand master key and have not found this to be a possibility. Corbin‐Russwin locks are a national known manufacturer with numerous distributors available.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition: None. See Item 5 above.

10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: None. (A Market Survey will be completed on the entire construction project).

11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to

Competition before Making subsequent acquisitions for the supplies or services required: Not Applicable – See Item 5.

12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
