About this file
This is a federal contracting certification form (FAR 52.225-2) that requires offerors to certify the domestic or foreign origin of end products being supplied under a government contract.
The offeror must certify that all end products are domestic end products unless otherwise listed. For any end products manufactured in the United States that do not qualify as domestic end products, they must be identified as foreign end products. For foreign end products that do not consist wholly or predominantly of iron or steel, the offeror must indicate whether they exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items. If domestic content percentage is unknown, the offeror should select "no." Additionally, the offeror must separately list line item numbers of domestic end products that contain a critical component as defined in FAR 25.105. The form includes two tables for completion: one for foreign end products (requiring line item number, country of origin, and domestic content threshold) and one for domestic end products containing critical components (requiring line item numbers only). The government will evaluate offers in accordance with Federal Acquisition Regulation Part 25 policies and procedures.
