About this file
This document is the Buy American Certificate (FAR 52.225-2, October 2022), a required federal contracting form and compliance template used in solicitations subject to Buy American Act provisions.
The certificate requires offerors to certify that all end products are domestic products, except those specifically listed as foreign end products. Offerors must separately identify any foreign end products manufactured in the United States that do not qualify as domestic, and for non-iron/steel foreign products that are not COTS items, indicate whether they exceed 55 percent domestic content (or select "no" if the percentage is unknown). Additionally, offerors must list by line item number any domestic end products containing critical components, as defined in FAR 25.105 and the associated "Buy American—Supplies" clause. The Government will evaluate all offers in accordance with Federal Acquisition Regulation Part 25 policies and procedures. The form includes blank tables for offerors to list foreign end products by line item number, country of origin, and domestic content threshold, as well as a separate table to identify domestic products with critical components.
