About this file

This is a federal contracting provision template for the Buy American Certificate (FAR 52.225-2, October 2022 version).

The provision requires offerors to certify the domestic or foreign origin of end products being proposed. Offerors must certify that all end products are domestic end products, except those specifically listed as foreign end products in the certificate. For foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether they exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items. If domestic content percentage is unknown, offerors must select "no." Offerors must separately identify any domestic end products containing critical components by line item number. The provision includes two tables for completion: one for listing foreign end products with their country of origin and domestic content thresholds, and another for listing domestic end products containing critical components. The Government will evaluate offers according to Federal Acquisition Regulation Part 25 policies and procedures. This is a template document containing no specific product requirements, response dates, or contract-specific details.
