About this file

This is a Statement of Work (SOW) for the procurement of an X-ray irradiator system for the VA Maryland Health Care System (VAMHCS) Research and Development Service. The contract title is "Irradiator for Humanized Mice Core," and the Contracting Officer's Representative is Tim Foley (410-605-7000 x53421; timothy.foley2@va.gov). VAMHCS has received FY26 Lab Animal Major equipment funding to establish a colony of approximately 400 humanized mice to support preclinical biomedical research on diseases disproportionately affecting Veterans, including HIV, cancer, neuroinflammation, age-associated immune dysfunction, Gulf War Illness, and PTSD. The scope requires delivery and installation of one Rad Source Technologies RS 2000-Q2 X-ray Irradiator (brand name or equal) with a 1,000 W generator, 95% or greater dose uniformity ratio, self-shielding, and FDA compliance. The equipment must include a data recording module, installation into room BB-120 at VAMHCS (10 N. Green Street, Baltimore, MD 21201), operational training, and a one-year or 3,200-hour warranty on parts, labor, and travel. The equipment specifications include dimensions of 43" W x 75" H x 36" with an internal chamber of 17.5" W x 15.5" H x 16.75" and electrical requirements of 208-240 V single phase, 30 A, 50-60 Hz.

The vendor must complete delivery, installation, and training within 60 days of contract award. Acceptance is based on quality of performance at setup, including dose mapping and radiation survey verification using a handheld multi-radiation survey meter to ensure compliance with FDA emission limits of 0.5 mR in one hour at any point 5 cm from the external surface. The contract is firm-fixed price, with government tax-exempt status applicable. Invoicing must be submitted monthly in arrears through VA's Electronic Invoice Presentment and Payment System (IPPS) via Tungsten. Evaluation factors include brand name or equal compliance with required features, OEM authorization/distributor letter from the manufacturer (mandatory—vendors without this documentation will be disqualified), delivery lead times, completed Buy American Certificate, FAR part 25 compliance, and price. No special security or follow-on work requirements apply. A box truck is recommended for delivery to the main receiving dock; the target delivery location is room BB-120, which is 175 square feet.

B.3 STATEMENT OF WORK

STATEMENT OF WORK (SOW)

1. CONTRACTING OFFICER’S REPRESENTATIVE (COR):

Name: Tim Foley

Section: Research & Development Service (BT/151)

Address: VAMHCS, 10 North Greene Street Baltimore, Maryland 21201

Phone Number: 410-605-7000 x53421

Fax Number: 410-605-7906

E-Mail Address: timothy.foley2@va.gov

2. CONTRACT TITLE: Irradiator for Humanized Mice Core

BACKGROUND:

The VA Maryland Health Care System (VAMHCS) Research and Development (R&D)

Service has received FY26 Lab Animal Major equipment (LAM) funding to establish a colony of ~400 mice with humanized immune systems. This will allow VAMHCS scientists to create more relevant animal models for preclinical biomedical research.

Humanized mice enable the study of human immune mechanisms that underlie diseases disproportionately affect Veterans, including chronic viral infections (e.g, HIV), cancer, neuroinflammation, age-associated immune dysfunction, Gulf War Illness (GWI) and PTSD. Thus, humanized mice are crucial for bridging the gap between animal research and human clinical application, allowing for more accurate, "personalized" testing of treatments for Veteran-specific health challenges.

4. SCOPE: To create humanized mice, immunodeficient newborn pups will be exposed to x-ray radiation to irradicate their immune systems. Human CD34+ Hematopoietic

Stem Cells (HSCs), isolated from human cord blood, will then be injected into mice and this will develop into immune systems which will have 30-70% human characteristics.

Treatments will then be trialed to better understand the molecular scientific mechanisms of how the disease interacts with the treatment.
