About this file
This document is the Buy American Certificate (FAR 52.225-2), a standardized federal contracting provision effective October 2022 that offerors must complete when submitting bids or proposals to federal contracts.
The provision requires offerors to certify that all end products are domestic end products unless explicitly listed otherwise. Offerors must identify any foreign end products manufactured in the United States that do not qualify as domestic products, and for non-iron/steel foreign end products (excluding COTS items), indicate whether they exceed 55 percent domestic content or mark "no" if domestic content percentage is unknown. Additionally, offerors must separately list line item numbers for any domestic end products containing critical components as defined in FAR 25.105. The certificate includes two tables: one for listing foreign end products with their country of origin and domestic content percentage, and another for listing domestic end products with critical components. The Government will evaluate all offers according to Federal Acquisition Regulation Part 25 policies and procedures. This is a template document with blank spaces for offerors to complete required disclosures about product origin and content.
