About this file
This is a Master Construction Specifications document for a federal construction project at the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. The project (695-24-107) involves the replacement of Boilers 4 and 5 located in Building 112 (Powerhouse) and is contracted under VA Contract No. 36C25224D0005. The 12-month construction contract requires complete demolition and removal of existing boilers #4 and #5, along with associated controls, electronics, and electro-mechanical infrastructure, followed by installation of new mechanical, electrical, and control systems. A bid alternate (Bid Deduct #1) option allows for demolition and removal of only boiler #5 instead of both boilers.
The specifications establish comprehensive requirements for contractor performance, including detailed project management team qualifications (Project Manager, Superintendent, Quality Control Manager, Safety Professional, and Commissioning Manager), mandatory pre-construction submittals (security plan, logistics plan, phasing plan, existing conditions survey), and strict operational protocols for the occupied medical facility. Key requirements include adherence to infection control and construction barrier standards (NFPA 241), coordination with VA utility systems to maintain 24/7 medical center operations, provision of photographic documentation with interactive indexing systems, comprehensive testing and commissioning of systems, and manufacturer training for VA personnel on boiler operations. The contractor must comply with security protocols including employee badging and fingerprinting, document control procedures, restricted material storage areas, and coordination of utility interruptions requiring 21 days' advance notice to the Contracting Officer. Additional obligations include temporary environmental controls, construction waste management, restoration of disturbed areas, and provision of operating and maintenance manuals for all installed equipment.

Contractor's normal working hours.
4. In case of a contract construction emergency, service will be interrupted on approval of COR. Such approval will be confirmed in writing as soon as practical.
5. Whenever a connection fee is required to be paid to a public utility provider for new permanent services for the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.
Milwaukee, WI 53295 04-6-26
01 00 00 - 7
I. Phasing:
1. Submit overall Phasing Plan (there may be additional/individual phasing plans as well; see the drawings) meeting requirements as listed below and in accordance with Section 01 33 23 SUBMITTALS, RFIS, AND CBS within 60 calendar days of the Notice to Proceed meeting.
2. The Medical Center Campus must maintain its operation 24 hours a day seven days a week. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. It is the Contractor’s responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, and the infection control/interim life safety methods employed during the work defining the duration of the work with milestone subtasks. Refer to
Specification 01 32 16.15 for schedule requirements.
3. To ensure such executions, Contractor shall furnish the COR with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of site. In addition, Contractor shall notify the COR three (3) weeks in advance of the proposed date of starting work in each specific area of site.
Arrange such phasing dates to ensure accomplishment of this work in successive phases mutually agreeable to COR.
4. The first phase(s) shall be administrative. The General Contractor shall prepare his pre-construction submittals for VA review and approval (refer to Section 01 33 23 SUBMITTALS, RFIS, AND CBS) as well as “long lead time equipment” submittals. It is feasible and logical that after determining long lead time equipment deliveries that the Contracting Officer may consider an early suspension to avoid excess General Conditions expenses. This will be a bilateral discussion with the Contractor.
5. The project site is generally restricted to Building 112 and the space immediately surrounding it; see the project drawings.
Contractor shall plan for day shift (7am-4pm) work with regards to demolition and new work as long as VA steam generation can be accommodated by the winter boilers. Minor adjustments to the day shift are acceptable with COR approval. Utility connections and outages shall be off-shift.
6. The project site will be available to the Contractor immediately after issuance of the Notice to Proceed (to coordinate the pre-construction survey and for the preparation of other pre-construction submittals). Only upon approval of long lead time equipment submittals and required pre-construction submittals will the project site and any approved laydown areas be turned over to
Contractor for mobilization and work (Phase II).
7. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against unnecessary destruction or damage, so that Medical Center Campus operations will not be hindered.
Milwaukee, WI 53295 04-6-26
01 00 00 - 8
Coordinate protection means in areas so that Medical Center Campus operations will continue without impact on staff, visitors and patients during the construction period.
8. Phasing Summary:
a) Phase 1 – Pre-construction submittals and administration
b) Phase 2 – Mobilization: Demo, Site Preparations, New Work
c) Phase 3 – Boiler start-up and commissioning
d) Phase 4 – Post-construction period (inspections/closeout)
J. Building 112 will be occupied during performance of work.
1. Refer to specification 01 35 26 for infection control and construction barrier requirements. The Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that boiler operations are not hindered. The
Contractor shall permit access to VA personnel through the construction area at all times. Spaces outside the construction area shall be isolated from the construction area by temporary partitions and have walking surfaces, signage, and lighting to facilitate staff access. Coordinate alteration work in areas occupied by VA so that boiler operations will continue during the construction period.
K. Construction Fence (exterior work; as required): Construction fence location, including privacy screen details, shall be included in the submitted Logistics Plan. Before exterior construction operations begin, Contractor shall provide a chain link construction fence, seven
(7) feet minimum height, around the construction area indicated on the drawings. The civil work construction fence shall be phased, and the fence will have to occasionally move as the Contractor completes his work. Provide gates as required for access with necessary hardware, including hasps and padlocks. VA padlock shall be daisy-chained with
Contractor padlock for our access at any time. If applicable, ensure the Fire Department has access to any Fire Department Connection.
Boiler plant staff will require access to the emergency steam connection at the back of the building at all times. Contractor's workers in executing work of this contract.
E. Protection: Provide the following protective measures:
1. Wherever existing building envelopes are disturbed they shall be protected against water infiltration. In case of leaks, they shall be repaired immediately upon discovery.
2. Temporary protection against damage for portions of existing structures and grounds where work is to be done, materials handled, and equipment moved and/or relocated.

B. The Contractor shall protect from damage all existing improvements and utilities at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the
