About this file
This is a federal contracting form—FAR 52.225-2 Buy American Certificate (October 2022)—that serves as a template for offerors to certify compliance with Buy American requirements in federal procurement.
The certificate requires offerors to certify that each end product is a domestic end product, except those identified as foreign end products in a designated section. Offerors must list any foreign end products manufactured in the United States that do not qualify as domestic products, and for non-iron/steel foreign products, indicate whether they exceed 55 percent domestic content (except for commercially available off-the-shelf items). Offerors must also separately identify line item numbers of domestic end products containing critical components as defined in FAR 25.105. The form includes two tables for completion: one for foreign end products requiring line item number, country of origin, and domestic content threshold confirmation, and another for listing domestic end products with critical components by line item number. Government evaluation of offers will follow Federal Acquisition Regulation Part 25 policies and procedures.
