About this file

This is a Statement of Work (SOW) for the VA Maryland Health Care System's procurement of a comprehensive vestibular testing system to replace their current end-of-life equipment at the Baltimore VA Medical Center. The procurement is classified as an emergency due to the inability to serve veteran patients without the system, necessitating the cancellation of appointments and forcing patients to seek care elsewhere.

The SOW specifies procurement of one integrated vestibular testing system comprising three components: (1) an ICS Dizcovery System by Natus with detailed technical specifications including 64-bit Windows 10 Pro operating system, 8GB minimum RAM, 250GB disk space, specific goggle dimensions and eye-tracking capabilities; (2) a 1079 AirCal Caloric Stimulator by Natus with recording windows of at least 150ms and tone burst frequencies ranging from 250 to 4000 Hz; and (3) a DUET 2 ABR testing system by Intelligent Hearing Systems capable of cooling air to 20°C and heating to 50°C with specified acoustic and physical specifications. The contractor must deliver and install all equipment with accessories including a TV, notebooks, training software, electrode leads, headphones, bone vibrators, printer, and 40 universal face cushions. Contractor responsibilities include shipping, transport, installation by vendor-trained representatives, assembly validation, identification of missing components, on-site training for clinical and biomedical staff, and provision of operation and maintenance manuals in electronic format. The contract is firm-fixed price with delivery expected within 60 days of award. Warranty requirements include a minimum 1-year coverage on all parts and labor at no cost to the government, with coverage beginning upon validation completion and including onsite repairs, over-the-phone support, routine maintenance, and all travel and shipping costs. Evaluation factors require brand name equivalency to specified Natus systems, OEM distributor authorization letters (with non-responsive status for quoters lacking letters), completion of the Buy American Certificate (FAR 52.225-2), compliance with FAR Part 25 domestic preference policies, and price reasonableness assessment per FAR 25.106.

B.3 STATEMENT OF WORK

STATEMENT OF WORK

COMPREHENSIVE VESTIBULAR TESTING SYSTEM

VA MARYLAND HEALTH CARE SYSTEM

BALTIMORE, MD

1. PURPOSE:

The VA Maryland Health Care System is seeking to procure one (1) comprehensive vestibular testing system in order to treat veteran patients at the Baltimore VA Medical Center. The current testing system utilized at the Baltimore VA is no longer in service and has reached its end of life, making this an emergency procurement. If this replacement is not purchased, we will have to continue cancelling patients and will not be able to serve our veterans. This will result in our veteran patients not receiving proper care and will have to travel to another hospital for proper care. The primary function of a vestibular testing system is to perform a series of non-invasive diagnostic procedures to assess the function of the vestibular system within the inner ear. With these systems, we are able to diagnose balance and dizziness disorders by monitoring the brain, eyes, and muscles to maintain balance and spatial awareness. This procurement will account for the vestibular system, the associated software, a TV, installation, and if deemed necessary an air caloric. An air caloric is critical for vestibular testing by evaluating the function of the lateral semicircular canals to determine the degree of vestibular responsiveness. The current air caloric system is not compatible with all vestibular systems available on the market and will soon be reaching its end of life in 2028. Key criteria include system size, portability and test protocols.

2. SCOPE:
