About this file
This document is a Buy American Certificate (Standard Form 52.225-2, dated October 2022) that requires offerors to certify the domestic or foreign status of end products and their components. The certificate mandates that offerors:
- Certify each end product as either domestic or foreign, with specific requirements for listing foreign end products and indicating their domestic content percentage. Offerors must separately list domestic end products containing critical components and identify foreign end products, including their country of origin and whether they exceed 55% domestic content. 2) Understand that the government will evaluate offers according to policies in part 25 of the Federal Acquisition Regulation, with key terms such as "commercially available off-the-shelf (COTS) item," "critical component," "domestic end product," "end product," and "foreign end product" defined in the solicitation's "Buy American—Supplies" clause.
