About this file
This single source justification document from the Department of Veterans Affairs requests approval to procure HILTI firestop systems from a sole source supplier for a project to replace the roof on Building 6 A-Wing at the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. The justification cites the need to use approved firestop assemblies from a single manufacturer that are compatible with existing systems throughout the hospital to ensure life safety and compliance with inspection standards. Market research established HILTI as the standard product for this facility. The estimated cost for the HILTI firestop materials is $8,500. The contracting officer certified the single source procurement as accurate and in accordance with FAR 13.106-1(b).

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C252-22-AP-2769
1. Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, NCO 12, 115 South 84th Street, Milwaukee, WI 53214. Requesting Activity: Department of Veterans Affairs, VISN 12, Clement J.
Zablocki VA Medical Center, 5000 W. National Avenue, Milwaukee WI 53295. Purchase Request (2237) number: 695-22-4-6895-0019
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This product, HILTI Firestop Systems, is an integration of materials, assemblies and components to provide firestopping to prevent fire from spreading through penetrations in walls, ceiling and floors throughout the medical center.
The estimated expected cost for HILTI Firestop Systems material is $8,500.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Firestopping is achieved through assemblies, not just materials and it is imperative approved assemblies are used and the assemblies are the same throughout the hospital to allow for inspections and adequate compliance when The Joint Commission and VA inspect for accreditation of the hospital and the safety of patients and staff. It is necessary to match existing systems to ensure there are no interface problems, approved assemblies are used in lieu just materials and all systems are UL approved.
4. Description of market research conducted and results or statement why it was not conducted:
We established HILTI as our standard. The other Firestop systems on the market are not compatible with HILTI. The products cannot be mixed together in a penetration because this voids the UL rating required.
Were to switch systems we would not be able to maintain the existing firestop in the hospital and would be forced to remove and replace entire systems.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
