V. The following Questions and Answers / Clarifications are the result of bidders request(s) for information:

Q3: Can all work be done during normal daytime work shifts?

A3: Standard work hours are between 7:00 am and 4:30 pm. Additional hours can and must be corroborated with the COR. Reference specification section 010110SN 3.21 Hours of Work Q4: Will crane picks for the rigging of materials be restricted to federal holidays and weekends?

A4: No, these can occur during the week IF it is not impacting the safety of staff and veterans and shutting down roads or sidewalks outside of the construction site (fenced area). In most instances, placement of the crane will need to close roads. VA Safety procedures require that the area the crane swings over must be vacant, therefore if swinging over a building, the VA will not evacuate the building during the work week and those would be required to be off hours. This work must be reviewed and approved by the COR.

Q5: Will a VA Provided construction phone be required for this project? Project construction Space is Exterior. There would be no good location for a VA construction Phone.

A5: No, A land line construction phone is not needed. The Contractor may use their cell phone for this job.

Q6: Will a Site Fence need to be installed around this portion of the building? There is no indication on the plans of a site construction Fence.

A6: A Laydown area was discussed to be adjacent to Building 6. The selected Contractor is required to submit a Stage and Logistics Plan for VA review and approval.

Q7: Will Infection Control barriers be required for this project? Again – mostly exterior work. Please advise if the IC requirements.

A7: Infection control barriers may be needed for any interior abatement work and to control dust and dirt resulting from work in the attic space.

Q8: Can the site Superintendent fulfill the duties of the SSHO as well?

A8: Yes Q9: There is no specification section 01 33 23 for Shop Drawings / Submittals. Can a list of required submittals be provided?

A9: Yes, 01 33 23 is required. It is added in this Amendment.

Q10: Reference 01 81 13, is sustainable construction required on this project?

A10: Yes, sustainable construction is required.

Q11: Specification section 01 91 00 General Commissioning Requirements references “whole Building commissioning and related specifications sections that are not part of this project. Will the VA be hiring the commissioning agent for all work? Will this project involve any type of commissioning? If so please provide details so we can make sure all items are covered. Can this specification Section be removed from the project?

A11: Whole Building Commissioning is not required.

Q12: Specification Section 07 13 00 – Sheet Waterproofing, says this section is for waterproofing in personal showers. This project does not seem to have any interior shower pan liners. Is this the correct specification for this project? Or is there another scope that would use this specification? Please advise.

A12: Specification section 07 13 00 is removed from the contract with this amendment, no shower pan waterproofing is needed on this project.

Q13: Is the building occupied under the area to be re-roofed? Is there a limit on the amount of roofing that can be removed prior to re-work starting?

A13: Existing building is occupied. Roof replacement should be performed so that there is no damage to the interior of the building. The attic space directly beneath the roof is unoccupied. Also refer to 07-01-50.19 1.7 C for Weather Limitations. The Contractor is responsible for installing temporary safety barriers, covering, signage to inform and protect the building’s occupants from falling debris and hazards.

Q14: Is the Third-Party Fire Penetration inspector hired by contractor or the VA? And will this be required on this project?

A14: If the contractor is installing fire stopping material anywhere on the project, a third-party fire penetration inspector is required as per the specification, and this is the responsibility of the contractor.

Q15: Section 08 31 13 – Access Doors and Frames was included in the specification. Was this intended to take the place of the roof hatch (under Roof Specialties)? All work is either outside the building or in the attic – Are there access panels required on this project?

A15: Refer to 07 72 00 in the specs for roof hatch information, specification section 08 31 13 is eliminated from the contract as part of this amendment.

Q16: Reference 09 91 00 Painting, are sample panels required or will draw down samples suffice?

A16: A draw down sample is fine.

Q17: Above ceiling demolition of MEP’s that are not shown on the drawing and not able to be investigated at the walk thru. How are these to be handled?

A17: Existing space beneath the roof is unoccupied attic space. Unforeseen MEP demolition will be assessed during construction. MEP demolition is not expected within the attic space.

Q18: Does the re-installed lighting protection system need to be re-certified by UL after re-installation?

A18: Yes, it does.

Q19: Is there a site plan for the job that shows the Laydown area?

A19: See A6 above.

Q20: Will an asbestos report be supplied?

A20: Attached to this amendment.

Q21: Drawings page AE101 Roof Plan Notes #3 states “PROVIDE NEW 6" COPPER GUTTERS AND 2" X 4" RECTANGULAR DOWNSPOUTS.” – Q: What gauge copper for gutters and downspouts?

A21: The gauge is called out in the spec section 07 60 00 Flashing and Sheet Metal (attached to this amendment) Q22: Specifications 01 01 10 Special Notes, Section 3.10 A, page 29 of 502 states “Contractor to run wiring from telephone closet to construction space for installation of VA phone in constitution space Install phone before construction. VA will provide phone.” – Q: Is this a requirement or are cell phones adequate?

A22: See A5 above.

Q23: Specifications section 07 84 00 page 449 of 502 references Firestopping. Q: Will a Firestopping drawing be supplied?

A23: NO. Firestopping is not foreseen to be required during re-roof work. Specification was included as firestopping sealant may be needed at floor penetrations resulting from structural repairs.
