Exhibit A Scope of Work Summary

This is an Exhibit A Scope of Work document for the Solano County Records Management System (RMS) procurement, detailing comprehensive functional, non-functional, technical, support, compliance, implementation, and vendor qualification requirements. The County seeks a modern Software-as-a-Service (SaaS) solution to replace its current document recording, indexing, and management system for official and vital records. The RFP (#958-0915-26) requires vendors to deliver a cloud-hosted platform with electronic document recording capabilities, data migration from existing systems, role-based access controls, multi-factor authentication, and integration with the SECURE electronic recording delivery system. Key deliverables include complete historical data migration with validation and reconciliation, configurable document code and fee management, automated batch processing and indexing, multi-payment processing (cash, check, card, mobile), comprehensive redaction capabilities compliant with Assembly Bills 1466 and 1785, and extensive reporting functionality. The mandatory pre-proposal conference is scheduled for October 28, 2025, at 10:00 am, with proposal submissions due December 12, 2025, at 5:00 pm. The contract term begins May 1, 2026, and terminates April 30, 2029, with two potential one-year renewal options, targeting a go-live date of June 30, 2027.

The estimated maximum contract budget is $1,000,000 over the three-year initial term. Vendors must be Attorney General-certified Electronic Recording Delivery System (ERDS) providers and maintain security certifications including SOC 2 Type II, ISO 27001, and FedRAMP compliance. The system must provide 99.99% uptime, encrypt data at rest and in transit (AES-256, TLS 1.2+), support data residency within the United States, and include disaster recovery procedures with recovery point objectives not exceeding 15 minutes and recovery time objectives not exceeding one hour. Vendors must demonstrate financial stability through audited financial statements, successful completion of at least two comparable government projects within the last five years, and provide a minimum of two client references. All personnel in secure-access roles must undergo fingerprinting and DOJ background checks. The RFP does not explicitly identify the current incumbent vendor or outline specific set-aside designations for disadvantaged enterprises, though the County demonstrates a preference for local contractors. Funding may be contingent upon state budget approvals and federal government fund allocations.
