About this file
This is a Reservations Request for Proposal document for the County of Solano, California, outlining the county's rights and discretionary authority in the procurement process for a Records Management System. The County is seeking proposals for a comprehensive, modern Records Management System to replace its current document recording, indexing, and management system with a cloud-hosted Software-as-a-Service solution. The procurement requires vendors to be Attorney General-certified Electronic Recording Delivery System providers and maintain security certifications including SOC 2 Type II and ISO 27001. Mandatory deliverables include data migration, system configuration, comprehensive training, and ongoing maintenance, with a target go-live date of June 30, 2027. A mandatory pre-proposal conference is scheduled for October 28, 2025, at 10:00 am, and proposal submissions are due by December 12, 2025, at 5:00 pm. The contract is structured as a three-year initial term beginning May 1, 2026, and terminating April 30, 2029, with potential renewal options for two additional one-year terms.
The estimated maximum budget for this procurement is $1,000,000. The County reserves extensive discretionary rights, including the authority to reject any or all bids, cancel the RFP in whole or in part, waive variances, amend specifications due to budget constraints, and make partial awards based on what the County determines to be in its best interest rather than necessarily selecting the lowest bid. The County will evaluate proposals based on vendor qualifications (30%), scope of work (30%), and vendor presentations or interviews (20%). The RMS must integrate with existing county systems and the SECURE electronic recording delivery system, support multiple document types, comply with state regulations including Assembly Bills 1466 and 1785, provide data residency within the United States, maintain 99.99% uptime, and offer comprehensive API interoperability. Funding for the contract may be contingent upon state budget approvals and federal government fund allocations, and the documentation does not identify a current incumbent vendor or specific set-aside designations for disadvantaged enterprises.
