About this file

This is a Selection Committee Consolidated Evaluation Scoresheet for Tourism Public and Media Relations Services (RFQ-5-26-01) issued by Brevard County, Florida. The RFQ solicits proposals from qualified public relations and media relations firms to develop and implement a comprehensive travel media relations program for Florida's Space Coast Office of Tourism (SCOT). Services requested include media placement, press release distribution, media pitching, familiarization tour coordination, influencer vetting, and crisis communication support. The sealed proposal submission deadline was February 3, 2026 at 11:00 a.m., with proposals submitted in triplicate hard copies plus one electronic USB copy to Brevard County Purchasing Services. Nine firms submitted proposals and were evaluated by a three-member selection committee (Laura Beebe, Meagan Happle, and Rachel Horst) using a consolidated scoresheet. The Notice of Intent to Award was posted on February 20, 2026, with a protest period extending through February 27, 2026 at 5:00 p.m. The resulting contract will commence upon full execution and continue through September 30, 2030, with 90 monthly hours to be negotiated.

The selection committee invited the top four ranked firms for presentations: Butin PR, Paradise Advertising & Marketing, Inc., TJM Communications, Inc., and MMGY Global, LLC, based on unanimous vote. Evaluation criteria assessed agency background and qualifications (25 points), approach and services (25 points), tourism experience and proven performance (20 points), personnel qualifications (10 points), and references (20 points). The contract will be structured as an indefinite delivery/indefinite quantity (IDIQ) agreement with individual task orders specifying detailed scopes of work, deliverables, timelines, and firm-fixed pricing. Required insurance coverages include cyber liability insurance of $5,000,000 per claim and professional liability insurance of $2,000,000 per claim, with continuous coverage maintained for four years post-contract termination. Proposing firms must provide proof of E-Verify registration and complete multiple affidavits regarding foreign influence, scrutinized companies, and human trafficking. The County reserves the right to conduct negotiations with the top-ranked firm and sequentially with subsequent ranked firms if initial negotiations are unsuccessful, and is not exclusive to a single contractor.
