About this file

This is Addendum 2 to a Request for Qualifications (RFQ) issued by Brevard County, Florida, through its Tourism Development Office (TDO), also known as Florida's Space Coast Office of Tourism (SCOT). The addendum clarifies key details regarding tourism public and media relations services, including media placement, press release distribution, media pitching, familiarization tour coordination, influencer vetting, and crisis communication support. The RFQ solicitation requires sealed proposal submissions in triplicate hardcopy format plus one electronic USB copy due February 3, 2026, at 11:00 a.m., with a mandatory question deadline of January 27, 2026, at 5:00 p.m. The contract will commence upon execution and continue through September 30, 2030, with an anticipated start date of April or May 2026. The resulting agreement will be structured as an indefinite delivery/indefinite quantity (IDIQ) contract with 90 monthly hours allocated and individual task orders to specify detailed scopes of work, deliverables, and firm-fixed pricing.

The total 2025-2026 media relations budget is $250,000, inclusive of agency fees, press release and image distribution, clipping services, influencer and creator expenses, media familiarization tours, and other program-related expenses; however, fees will be negotiated after final agency selection. The incumbent contractor is Butin PR, which has served as the agency for seven years with a contract expiring in Q1 2026; the current agency's participation in this RFQ is unknown. Primary international source markets are the United Kingdom, Germany, Ireland, and Canada, with international efforts largely handled by the County's international representative. All Florida beaches are considered direct competitors, with specific conflicts of interest identified for Lee County, St. Pete/Clearwater, and Fort Myers and Sanibel Island. The County is not permitted to contract with businesses outside the United States, and agencies located in Florida are preferred but not required. The selection committee consists of Rachel Horst (Public Information Officer and Marketing Specialist), Meagan Happel (PR Manager and Film Commissioner), and Laura Beebe (Marketing Director).

RFQ # 5-26-01

January 28, 2026 Addendum 2

TO ALL PROSPECTIVE PROPOSERS

This is an Addendum to and shall be considered as part of the original RFQ package for the above-mentioned RFQ.

Proposers are requested to acknowledge receipt of this Addendum with their submittal.

QUESTIONS AND RESPONSES:

1. Question: Could the County confirm the anticipated annual budget range, inclusive of both agency fees and out-of-pocket allocations (e.g., events, partnerships, FAM tours/accommodations/travel, influencer programming, etc.)?

Response: The total 2025-2026 media relations budget is $250,000.

2. Question: Will influencer partnerships and creator campaigns be supported through a separate programming or paid media budget?

Response: Creators are used only for select, highly targeted campaigns or marketing initiatives. While some of these efforts are expensed to the media relations budget, many are expensed to a separate content budget.

3. Question: Can the County clarify priority international markets and whether international outreach is expected to be proactive or opportunistic within this scope?

Response: Our primary international source markets are the United Kingdom, Germany, Ireland, and Canada. International efforts, including press releases, are largely handled by our international representative, with any agency-led media outreach occurring on an opportunistic basis.
