Proposing firms must demonstrate robust media relationships, past coverage placements, case studies, and provide a minimum of three client references for comparable work completed within the last five years. The contract structure will be an indefinite delivery/indefinite quantity (IDIQ) agreement with individual task orders specifying detailed scopes of work, deliverables, timelines, and firm-fixed pricing. Specific insurance requirements include cyber liability insurance of $5,000,000 per claim and professional liability insurance of $2,000,000 per claim, with continuous coverage maintained for four years post-contract termination. Proposing firms must provide proof of E-Verify registration and complete multiple affidavits regarding foreign influence, scrutinized companies, and human trafficking. The County reserves the right to negotiate with the top-ranked firm and sequentially with subsequent ranked firms if initial negotiations are unsuccessful, and the County is not exclusive to this contractor and may employ other agencies as deemed appropriate.
