About this file

This is a Request for Quote (RFQ) document issued by the Orange County Transportation Authority (OCTA) for removal and recycling/disposal of universal waste on an as-needed basis. The scope of work encompasses pickup, transportation, document tracking, and proper recycling and disposal of six universal waste categories: batteries (rechargeable nickel-cadmium, silver button, mercury, and alkaline types), electric lamps (fluorescent tubes, high intensity discharge, sodium vapor, and mercury-containing), mercury-containing equipment (thermostats, switches, thermometers, gauges), ballasts (PCB and non-PCB), electronic waste (circuit boards, monitors, accessories, microwaves), and LED lamps. Services will be provided at five OCTA facilities located in Southern California: Garden Grove, Anaheim, Irvine Sand Canyon, Irvine Construction Circle, and Santa Ana. The contractor must respond to pickup requests within three business days and provide all necessary certificates for transportation, disposal, recycling, and destruction, along with bills of lading, receipts, and waste reports. Written questions are due July 7, 2026, with responses issued by July 14, 2026 via written addendum. Quotes are due July 21, 2026 at 11:00 a.m. The contract term is three years, running from October 1, 2026 through September 30, 2029, with no guaranteed usage volume under a time-and-expense contract type.

The total contract budget is $65,100 over three years, with an annual budget of $27,100 for each fiscal year (2026-27, 2027-28, and 2028-29). Award will be made to the lowest responsive and responsible firm based solely on cost (100% weight evaluation). All line items in the pricing proposal must be quoted to be considered responsive; failure to do so results in automatic disqualification. Required insurance includes Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, Employers' Liability ($1,000,000 per accident), and Pollution Liability ($2,000,000 per claim), with proof of insurance required within ten calendar days from the effective date and prior to work commencement. All services must comply with California's Universal Waste Rule and all applicable federal, state, and local regulations. Firms must certify they are not subject to Ukraine/Russia-related economic sanctions and agree to comply with all Equal Employment Opportunity Laws and Regulations.
