The RIDOC seeks qualified hospitals, healthcare organizations, large physician practices, or other healthcare vendors to provide approximately 80 hours per week of augmented primary care coverage to support approximately 2,500 incarcerated individuals across intake, minimum security, medium security, maximum security, high security, and women's facilities. Services include intake and follow-up visits, sick call visits, chronic disease management, preventative care, medication management, diagnostic ordering and interpretation, multidisciplinary case reviews, care coordination, and on-call availability. The solicitation requires vendor staff to possess appropriate Rhode Island licensure, including valid and unrestricted DEA Controlled Substances licenses, and to complete mandatory two-day New Employee Orientation training and online PREA training. Shifts are structured as Monday through Friday four-hour blocks (8am-12pm, 12pm-4pm, 4pm-8pm), with evening hours potentially flexible based on operational needs. All services must comply with RIDOC policies, applicable state and federal laws, and American Correctional Association and National Commission on Correctional Healthcare standards. The proposal submission includes technical narratives limited to ten pages addressing staff qualifications, vendor capability and capacity with three relevant references, detailed work plans, and clinical approach and methodology, along with completed cost proposals and attestation forms.
Vendor cost proposals must clearly identify all costs associated with service delivery with detailed hourly rates for all personnel, with the understanding that RIDOC does not compensate for vendor sick leave, vacation, paid time off, or lunch breaks. Technical proposals must achieve a minimum of 55 points out of 70 possible technical points to advance to cost evaluation; those scoring below 55 points will not proceed further. Scoring criteria allocate 15 points for staff qualifications, 25 points for vendor capability and capacity, 20 points for the work plan, and 10 points for approach and methodology, with cost proposals evaluated for a maximum of 30 points and ISBE participation eligible for up to 6 bonus points, bringing the total possible evaluation score to 106 points. The vendor must provide clinical supervision and administrative oversight from an MD/DO averaging five hours per month and shall maintain medical malpractice insurance for all physicians, nurse practitioners, and physician assistants assigned to RIDOC facilities. RIDOC will provide examination space, medical equipment, supplies, EMR access, training, and direction as necessary.
