About this file

This additional information document supports Rhode Island College's request for HVAC improvements at the Murray Center Gym in Providence, submitted through the State of Rhode Island Division of Purchases. The project encompasses replacement of two existing air handling units with new units connected to dedicated outdoor 80-ton air-cooled condensers featuring aluminum enclosure screening, along with new and reused ductwork, modification and reuse of the existing heating system, and all associated piping, insulation, electrical components, and controls integration. The scope also includes a new concrete pad for exterior condenser installation, interior selective ceiling demolition, and electrical panel upgrades involving replacement of the existing 200A panel and automatic transfer switch with 400A equipment, plus structural reinforcing as required. A non-mandatory pre-bid meeting is scheduled for September 17, 2026 at 9:00 a.m. at Rhode Island College's Forman Center Room 130, with vendor questions due September 23, 2026 at 2:00 p.m. EDT and proposals due October 1, 2026 at 11:00 a.m. EDT. The initial contract period begins approximately December 1, 2027, with substantial completion required within 254 days of Purchase Order issuance and final completion within 12 days thereafter, with interior gym work allocated a six-week window from April 19, 2027 to May 28, 2027.

Vendors must be prequalified as Tier 1 public works contractors and maintain valid Rhode Island Contractors' Registration Board certification throughout the contract term. The contractor must provide shop drawings, as-built AutoCAD drawings upon completion, and commissioning procedures, and is responsible for obtaining all permits and inspections with permit fees at the contractor's expense. Work must comply with 2021 Rhode Island Building, Mechanical, and Electrical Codes and 2024 Rhode Island Energy Code, with a one-year warranty required on all materials, equipment, and installations. Contractors must demonstrate experience on at least three comparable projects. Liquidated damages are $250 per day for delays beyond substantial completion. Two allowances are included: $20,000 for unforeseen excavation conditions and $10,000 for planting and landscaping. Unit prices are required for structural fill, loam and topsoil, gravel, and air-entrained concrete pads. Bid surety bonds or certified checks equal to five percent of cost are required at submission; 100% payment and performance bonds are required before Purchase Order issuance. Insurance requirements include General Liability $1,000,000 per occurrence, Workers Compensation $100,000 each accident, and Automobile Liability $1,000,000 per occurrence. A 0.33% contract administrative fee will be withheld from invoices. All proposals must be submitted electronically through Ocean State Procures; mail, hand delivery, fax, and email submissions will not be accepted. Prevailing wage requirements apply under Rhode Island General Laws.
