About this file

This is a Request for Proposals (RFP) issued by the Florida Department of Management Services (DMS), Division of Real Estate Development and Management for lawn care services across multiple facilities in three regions: Tallahassee, Tampa, and Pensacola. The solicitation seeks to establish contracts for lawn care services at eleven facility groups containing multiple buildings across these regions. The Department intends to award contracts to multiple respondents in each region but reserves the right to make single or no awards as determined in the State's best interest. The deadline for proposal submission is August 19, 2026 at 1:30 p.m. Eastern Time, with a public opening scheduled for 2:00 p.m. the same day. The anticipated evaluation period runs from August 25 through September 9, 2026, with a Notice of Intent to Award anticipated for posting on September 16, 2026. The contract term will be established in accordance with the Draft Contract Forms (Attachment K), with an anticipated start date to be determined. Respondents must register in both the Vendor Information Portal (VIP) and the Business Network within MyFloridaMarketPlace (MFMP) to participate.

The historic annual spend for lawn care services at these facilities is approximately $1,050,000, provided for informational purposes only and not representing guaranteed or minimum spending. Pricing will be submitted on Attachment C - Price Sheet, with respondents required to provide annual pricing for both initial and renewal terms plus unit pricing. The evaluation methodology allocates 60 percent weight to technical response scores and 40 percent to financial response scores, with evaluators assessing proposals on a scale of zero to five. Award will be made to the responsive and responsible respondent(s) with the highest combined final score determined most advantageous to the State. No contract award guarantees issuance of a purchase order. Respondents must comply with numerous mandatory responsiveness requirements, including certification of non-suspension status, compliance with vendor lists, Florida registration requirements, liability and workers' compensation insurance, and the Forced Labor Vendor List provisions under section 287.1346, Florida Statutes.
