About this file

This document is Addendum No. 1 to Request for Proposals DMS-25/26-098 issued by the State of Florida, Department of Management Services, Division of Real Estate Development and Management for lawn care services across multiple state facilities in the Pensacola, Tallahassee, and Tampa regions. The addendum revises the timeline of events for the solicitation. The deadline to submit questions to the Procurement Officer is 3:00 p.m. Eastern Time on August 5, 2026. The Department's anticipated posting of answers to respondent questions on the Vendor Information Portal is August 19, 2026. The deadline to submit proposals and all required documents in MyFloridaMarketPlace is 1:30 p.m. Eastern Time on August 28, 2026, with a public opening scheduled for 2:00 p.m. on the same date in Conference Room 101 at 4050 Esplanade Way, Tallahassee, Florida. The anticipated evaluation period is September 4, 2026 through September 16, 2026, with the anticipated Notice of Intent to Award to be posted on the Vendor Information Portal on September 23, 2026. The contract includes core lawn care services such as weekly mowing from May through October and bi-weekly mowing November through April, mechanical edging and trimming, debris removal, and weed and fertilizer applications, with an annual contract term and renewal options for up to three additional one-year terms at increases capped at three percent annually.

The historic annual spend for these services is approximately $1.05 million for informational purposes only. Respondents must register in both the Vendor Information Portal and Business Network within MyFloridaMarketPlace and must be capable of servicing multiple facility groups from a local facility with properly identified and background-screened staff. The evaluation methodology allocates 60 percent weight to the technical response and 40 percent to the financial response, both scored on a zero-to-five scale. Technical criteria assess industry experience, current contracts demonstrating capability, approach to the statement of work, and project team qualifications. Contractors must maintain workers' compensation insurance at Florida statutory limits, commercial general liability coverage of at least $1 million, and automobile liability of $1 million combined limits, with no performance bond required. Funding is provided through FY 2026/2027 SB2500, Line 2914. Protest procedures must comply with Florida Statutes Chapter 120, with protests filed to the Agency Clerk at the Department of Management Services, Office of the General Counsel.
