About this file
This addendum to RFP 2026004 issued by the Northern Wasco County People's Utility District on October 22, 2026, provides clarifications and revisions to the original Fiber to the Premises (FTTP) fiber optic construction services solicitation. The addendum makes three substantive changes: it revises the prevailing wage rates section to establish a District-determined prevailing wage methodology based on responsive proposer submissions rather than Bureau of Labor and Industries (BOLI) standards, modifies Exhibit E (Terms and Conditions for Purchase Orders) at Line Item 18 to incorporate prevailing wage requirements consistent with Oregon Revised Statutes 261.345, and adds a "Wage Rates" tab to Exhibit C (2026 Work Order Bid Sheet) requiring proposers to list all job classifications, required licenses, and corresponding prevailing wage rates they propose to pay. The District has identified four base job titles with provisions allowing proposers to add classifications as needed.
Under the revised prevailing wage framework, the District will establish the prevailing wage for each classification group by averaging the hourly wage rates submitted by responsive proposers performing substantially similar work, with the awarded contractor required to pay no less than the greater of the District-determined rate or its submitted rate. Contractors must include prevailing wage compliance requirements as material provisions in all subcontracts, maintain accurate payroll records available for District inspection, and certify compliance upon request. Failure to pay prevailing wages constitutes material breach, and the District may withhold payment until compliance is demonstrated. BOLI oversight and certified payroll reporting to BOLI are not required under this arrangement.

Pursuant to ORS 261.345(2), the minimum scale of wages to be paid by Contractor and by any subcontractor performing Work for the District shall be not less than the prevailing wage for the character of work in the same trade in The Dalles, Oregon, the largest city having a population of 5,000 or more in the District. The classifications of labor applicable to broadband fiber optic construction Work are those set forth in Exhibit C of this solicitation, established by the District because the Bureau of Labor and Industries' prevailing wage classifications do not include classifications corresponding to this type of Work.
Each proposer shall submit with its proposal: (a) the classifications of labor it proposes to employ in performing the Work; (b) general description of the work performed; and (c) the hourly wage rate it proposes to pay for each such classification. The District will group classifications performing substantially similar work and will determine the prevailing wage for each group as the average of the wage rates submitted for that group by responsive proposers. The rates so determined shall be the minimum rates applicable to the Work. The awarded Contractor shall pay no less than the greater of (i) the prevailing wage so determined for each classification group, or (ii) the wage rate it submitted for the corresponding classification.
Contractor shall include the requirement to pay prevailing wages under this Section as a material provision in every subcontract for Work under this Agreement. BOLI does not oversee the District, and certified payroll or other reporting will not be required to be submitted to BOLI; provided, however, Contractor shall maintain accurate payroll records for all workers performing Work, shall make such records available to the District upon request, and shall certify compliance with this Section upon the District's request.
