About this file

This is a Work Order Bid Sheet for RFP No. 2026004 issued by the Northern Wasco County People's Utility District in Oregon for Fiber to the Premises (FTTP) fiber optic construction services. The project encompasses aerial and underground fiber network construction, including service drops and network equipment installation at customer premises. The bid sheet details comprehensive cost line items across four primary construction categories: aerial work (92,000 linear feet of strand installation, 106,000 linear feet of fiber optic cable placement, and 435 aerial storage loops); underground work (1,000 linear feet of trenched conduit, various boring and directional drill operations); splicing operations (3 large and 430 small fiber optic closures, with 2,400 individual fiber splices); and drop labor units (1,192 aerial drops, 1,000 buried drops via multiple installation methods, and 1,192 new service installations). Owner-furnished materials include splice cases, splitters, terminals, conduit, handholes, and customer premises equipment, while contractor-furnished materials encompass fiber optic cable in multiple configurations totaling approximately 348,400 linear feet, customer access points, and associated hardware.

Pricing for the project is structured on a unit cost basis with contractors required to complete each bid tab and submit responses in PDF format. All units include labor, equipment, and standard materials, with contractor reimbursement available at cost plus 15% for non-standard materials when written approval is obtained and supporting invoices provided. The bid sheet specifies that contractors may request compensation for standby or wait time only when authorized by the District representative prior to billing, with compensation explicitly excluding delays attributable to contractor deficiencies such as inadequate planning, material shortages, or equipment failures. No incumbent information, set-asides, funding sources, or contract term details are specified in this work order bid sheet document.
