About this file

This is a Payment Bond Form (Exhibit L) for RFP No. 2026004, issued by the Northern Wasco County People's Utility District in Oregon for Fiber to the Premises (FTTP) Fiber Optic Construction Services. The form establishes a Contractor's Labor & Material Bond requirement set at 100% of the contract price. The bond serves as a guarantee that the contractor will make all required payments for labor, materials, goods, and services rendered in connection with the performance of work under the contract, and protects against mechanics liens. The bond must be executed between the contractor (principal), an authorized surety corporation, and the Northern Wasco County People's Utility District (obligee) and includes provisions that obligate the surety regardless of any changes, extensions, alterations, or additions to the contract terms.

The surety company executing the bond must be licensed to conduct business in the State of Oregon and must be named on the current list of Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds as published in Circular 570 by the U.S. Treasury Department's Audit Staff Bureau of Accounts. All bonds signed by an agent require submission of a certified copy of the agent's authority to act on behalf of the surety at the time of bond execution. Contractors must use this specified form rather than a surety company's own form, ensuring standardized bonding requirements across all bids submitted for the FTTP construction project.
