About this file

This is an Exhibit D Work Order Unit Definitions document for RFP No. 2026004, a Fiber to the Premises (FTTP) Fiber Optic Construction Services project issued by the Northern Wasco County People's Utility District in Oregon. The document provides comprehensive definitions and scope descriptions for all work order units that contractors may perform under this project, including aerial construction, underground construction, splicing, drop labor installation, and miscellaneous services. The RFP seeks licensed and qualified contractors with experience in aerial and underground FTTP construction, including service drop installation and associated network equipment deployment at premises. The work order units are categorized into six primary sections: aerial work (messenger wire placement, cable lashing, ADSS fiber placement, cable arms, risers, and pole attachments); underground work (trenching, rock trenching, plowing, directional boring, conduit rodding, fiber pulling, vaults, and pavement restoration); splicing operations (splice case placement and fiber fusion splicing); drop labor units (aerial and underground service drop installation methods); and miscellaneous units (cabinet installation, cable removal, traffic control, and tree trimming).

The document establishes detailed unit pricing and scope definitions that form the basis for contractor compensation under the contract. All units include necessary materials, hardware, solvents, and consumables required to perform the specified functions per applicable standards, with the exception of materials expressly noted in Material Standards and Definitions that are either supplied by the owner or reimbursed at contracted rates. Key requirements include documentation of cable attachment heights, strict adherence to bonding and grounding specifications, proper cable management on pole faces, and compliance with manufacturer specifications and industry standards. The document addresses labor-intensive operations such as fusion splicing, which includes acceptance testing requirements, and establishes protocols for underground work including conduit proofing, roping, vault preparation, and cable pulling with compression and tension limitations. Notable provisions include directional drilling units for various bore sizes, credit adjustments for rock boring beyond 251 feet, and specialized units for contractor standby time authorized by the District when work cannot proceed due to circumstances beyond the contractor's control.
