About this file

This is an Addendum 3 to RFP 26/27-04 issued by the Florida Department of Revenue for Random Moment Sampling (RMS) services. The addendum, dated October 27, 2026, revises Section 3.2 of the original RFP specifications and serves as formal notice of changes to the procurement schedule. According to the revised schedule, vendors must submit proposals by October 1, 2026, at 3:00 p.m. for the public opening of administrative and technical volumes. The public opening for the cost volume has been rescheduled to November 6, 2026, at 3:00 p.m. Vendor questions were due September 2, 2026, with FDOR responses posted by September 9, 2026, and a second question round due September 17, 2026. Notice of intent to award is scheduled for November 10, 2026, with a contract effective date of December 1, 2026. The contract term is sixty-six months with five optional one-year renewals. All bidders must acknowledge receipt of this addendum and submit the acknowledgment form with their response or face potential disqualification.

The RMS system will support the Florida Department of Revenue's Child Support Program Title IV-D Program by distributing surveys to approximately 330 participants across 67 Clerks of Court offices, generating an estimated 186,000-193,000 survey emails annually. The contract is structured as a fixed-rate, deliverable-based agreement with compensation contingent upon successful implementation and thirty consecutive days of successful operations, including a one-time implementation payment upon cutover scheduled for June 1, 2027, with a $1,000 daily penalty for delays. The contractor must maintain 99.5 percent system availability during normal business hours, with $1,000 monthly penalties for failure to meet this performance standard. All vendor data must be retained within the United States for at least five years. The contractor must carry commercial general liability insurance of at least $1,000,000 per occurrence and $5,000,000 aggregate. Contract funding is contingent upon annual legislative appropriations and federal matching funds for the Title IV-D Program.
