About this file

This appendix document provides a sample template for result details reporting by office in support of the Florida Department of Revenue, Child Support Program's Random Moment Sampling (RMS) system implementation. The RMS initiative is a web-based Software as a Service platform designed to track staff activities and determine the percentage of time spent on Title IV-D Program–related work across approximately 330 participants distributed among 67 Clerks of Court offices and FDOR service sites throughout Florida. The system will generate an estimated 186,000–193,000 survey emails annually. The contract term spans sixty-six months with five optional one-year renewals available, extending the maximum contract period to eleven years. Proposals were due October 1, 2026, at 3:00 p.m., with a notice of intent to award scheduled for October 20, 2026, and a contract effective date of November 1, 2026. Vendor questions were due September 2, 2026, with FDOR responses posted by September 9, 2026, and a second question round due September 14, 2026.

The compensation structure is fixed-rate and deliverable-based, with a one-time implementation payment upon cutover scheduled for June 1, 2027, subject to a $1,000 daily penalty for delays beyond that date. Annual Maintenance and Support payments commence at cutover for the initial twelve-month service period, with subsequent payments due thirty days in advance. The system must maintain 99.5 percent availability during normal business hours as a monthly performance accountability measure, with $1,000 monthly financial consequences for failure to meet this threshold. The contractor must carry commercial general liability insurance of at least $1,000,000 per occurrence and $5,000,000 aggregate, plus comprehensive automobile and pollution liability coverage. All vendor data must be retained within the United States for at least five years. Contract funding is contingent upon annual legislative appropriations and federal matching funds for the Title IV-D Program.
