About this file

This is a Question and Answer Spreadsheet for Round 2 of RFP 26/27-04, issued by the Florida Department of Revenue (FDOR) Child Support Program, soliciting proposals for a web-based Software as a Service (SaaS) platform to provide Random Moment Sampling (RMS) services. The RMS system will support the Title IV-D Program by distributing surveys to approximately 330 participants across 67 Clerks of Court offices and FDOR service sites throughout Florida, generating an estimated 186,000-193,000 survey emails annually. The solicitation addresses three vendor questions from Round 2, covering requirements for video demonstration of existing product functionality versus planned configurations, historical Random Moment Sampling data migration specifications, and system administration capabilities for holiday and work hour calendars. The contract term is sixty-six months with five optional one-year renewals for a maximum of eleven years, with proposals due October 1, 2026 at 3:00 p.m. and notice of intent to award scheduled for October 20, 2026, with an effective contract date of November 1, 2026.

The contract is structured as a fixed-rate, deliverable-based agreement with compensation contingent upon successful completion of implementation deliverables and thirty consecutive days of successful operations. Implementation includes a one-time payment upon cutover scheduled for June 1, 2027, with a $1,000 daily penalty for each day cutover is delayed beyond that date. Annual Maintenance and Support payments commence at cutover for the initial 12-month service period, with subsequent payments due 30 days in advance. The platform must maintain 99.5 percent system availability during normal business hours as a monthly performance accountability measure, with $1,000 monthly financial consequences for failure to maintain this threshold. The contractor must carry commercial general liability insurance of at least $1,000,000 per occurrence and $5,000,000 aggregate, plus comprehensive automobile and pollution liability coverage. All vendor data must be retained within the United States for at least five years. Contract funding is contingent upon annual legislative appropriations and federal matching funds for the Title IV-D Program, with no liability to FDOR should funding not be approved.
