About this file

This is an Appendix roster document from the Florida Department of Revenue, Child Support Program supporting a Random Moment Sampling (RMS) web-based Software as a Service (SaaS) platform contract. The document lists sample staff participants who will be included in the RMS survey distribution across approximately 330 participants located at 67 Clerks of Court offices and Florida Department of Revenue service sites throughout the state. The roster includes staff names, email addresses, positions, and work schedules. The example entry shows Thomas Smith, listed as a Participant or Delegate with a work schedule of Monday through Friday, 8:30 a.m. to 1:30 p.m. and 2:00 p.m. to 5:00 p.m. The RMS system will generate an estimated 186,000 to 193,000 survey emails annually to document staff activities and determine the percentage of time spent on federally reimbursable Title IV-D Program activities. Vendor questions were due September 2, 2026, with responses posted by September 9, 2026, and a second question round due September 14, 2026. The proposal deadline was October 1, 2026 at 3:00 p.m., with notice of intent to award scheduled for October 20, 2026 and a contract effective date of November 1, 2026.

The contract term is sixty-six months with five optional one-year renewals, providing a maximum contract period of eleven years. The contractor must maintain 99.5 percent system availability during normal business hours as a monthly performance accountability measure, with $1,000 monthly penalties for failure to meet this standard. Implementation includes a one-time payment upon cutover scheduled for June 1, 2027, with a $1,000 daily penalty for each day cutover is delayed. Annual Maintenance and Support payments commence at cutover for the initial 12-month service period, with subsequent payments due 30 days in advance. All vendor data must be retained within the United States for at least five years. The contractor must carry commercial general liability insurance of at least $1,000,000 per occurrence and $5,000,000 aggregate, plus comprehensive automobile and pollution liability coverage. Contract funding is contingent upon annual legislative appropriations and federal matching funds for the Title IV-D Program, with no liability to the Florida Department of Revenue should funding not be approved.
