About this file
This is a Sample Permissions appendix document related to a Random Moment Sampling (RMS) web-based SaaS platform procurement by the Florida Department of Revenue, Child Support Program. The appendix provides a template for system user permissions and access roles within the RMS platform. It identifies Tallahassee as the office location with Thomas Smith (thomassmith@floridarevenue.com) as the sample contact, and specifies three permission categories: Delegate Administrator, Report Viewer, and undesignated roles, each marked with an "X" or left blank to indicate access levels. The RMS system supports the Title IV-D Program by distributing surveys to approximately 330 participants across 67 Clerks of Court offices and FDOR service sites statewide, with an estimated 186,000–193,000 survey emails generated annually. The contract term is sixty-six months with five optional one-year renewals (maximum eleven years), with proposals due October 1, 2026 at 3:00 p.m., vendor questions due September 2, 2026, Notice of Intent to Award scheduled for October 20, 2026, and contract effective date of November 1, 2026.
The RMS platform must maintain 99.5 percent system availability during normal business hours with a $1,000 monthly penalty for non-compliance, and all vendor data must be retained within the United States for at least five years. Compensation is structured as fixed-rate and deliverable-based, with a one-time implementation payment upon cutover (scheduled June 1, 2027) and a $1,000 daily penalty for delays beyond that date, followed by annual Maintenance and Support payments due thirty days in advance. The contractor must carry commercial general liability insurance of at least $1,000,000 per occurrence and $5,000,000 aggregate, plus comprehensive automobile and pollution liability coverage. Contract funding is contingent upon annual legislative appropriations and federal matching funds for the Title IV-D Program, with no liability to FDOR should funding not be approved.
