About this file
This document is Addendum #7 to a Request for Proposals (RFP) 6124 issued by the State of Oregon's Oregon Health Authority and Department of Human Services for Agency with Choice Services. The addendum, dated August 20, 2025, clarifies details related to the RFP, specifically addressing a previous question about compensation rates for Direct Support Workers (DSWs) and updating Attachment f in the OregonBuys system.
The addendum clarifies that the previously specified loaded rate of $42.12 is no longer required, and proposers will now submit their own proposed loaded rate in their Price Proposal. The document outlines that DSWs' wages and benefits must meet or exceed Homecare Worker wages currently negotiated with the Service Employees International Union (SEIU), with a current base rate of $20/hour. The State anticipates DSWs will likely be represented by a labor organization due to House Bill 4129's labor peace agreement requirement, though the specific labor organization is not yet determined. Proposers/Contractors have discretion in creating compensation structures but must maintain the minimum wage standards outlined in the collective bargaining agreement.

1. This RFP is hereby amended to clarify the State’s response to question #2 per Addendum 5.
The State’s response to Addendum 5 question #2 is superseded and restated as follows.
Question: How does the $42.12 loaded rate take into consideration the differentials and pay scale in the current Collective Bargaining Agreements?
Answer:
The loaded rate is no longer required to be $42.12. Per Addendums 3 & 4, the Proposer(s) will propose a loaded rate in their Price Proposal.
The State does not know if DSWs will be represented by a labor organization or which labor organization might represent DSWs. However, DSWs are likely to be represented by a labor organization given the HB 4129 requirement for a labor peace agreement.
Under the proposed Contract, DSWs wages and benefits are required to meet or exceed Homecare Worker wages and benefits which are collectively bargained with the Service Employees International Union (SEIU). Therefore, Homecare Workers collective bargaining impacts DSW wages and benefits.
The Proposer/Contractor has the discretion to create their own policies and compensation structures; although, under this proposed Contract, the hourly wage paid to DSWs shall always meet or exceed the Collective Bargaining Agreement rate, which is currently $20/hour and subject to change. The Proposer/Contractor can elect to provide differences in pay scale per work experience, training or other factors, but it is not required.
2. Attachment f to this RFP has been replaced entirely in OregonBuys. Proposers are directed to utilize the newest version of Attachment f.
