About this file
This is Addendum #4 to RFP 6124, issued jointly by the Oregon Department of Human Services (ODHS) and Oregon Health Authority (OHA) on August 7, 2025, amending the price proposal requirements for Agency with Choice Services. The addendum modifies Section 3.4 of the original RFP to establish specific pricing parameters and compensation requirements for Direct Support Workers (DSWs) providing Activities of Daily Living (ADL) and Instrumental Activities of Daily Living (IADL) services. Proposers must submit a single price proposal applicable to both state agency populations served under the anticipated five-year contract term.
The addendum establishes that the fully loaded Medicaid reimbursable hourly rate for DSWs must include a minimum of 85% dedicated to total DSW compensation, which encompasses wages, benefits, health insurance, retirement plans, life and disability insurance, paid time off, and other benefits. The administrative fee cap is fixed at 15% of the overall hourly rate and includes wages for administrative staff, Electronic Visit Verification (EVV) implementation costs, and EVV data exchange fees with the state's contracted aggregator. DSWs must be paid at or above the current ODHS Homecare Workers rate of $20.00 per hour under the existing collective bargaining agreement, with provisions for future increases as new agreements are ratified. Mileage reimbursement is set at $0.70 per mile for authorized travel during service delivery, excluding travel between provider and client homes or between multiple client locations. Initial assessments are allocated 3 billable hours at the DSW hourly rate. Proposers must submit detailed cost breakdowns for each contract year based on projected population served, with prices entered in OregonBuys evaluated from the attached Price Proposal attachment rather than the items tab entry.

RFP 6124/S-10000-00013757 is hereby amended as follows:
1. Section 3.4 of the RFP, “Price Proposal”, is hereby amended as follows. Language to be added is bold/underlined; language to be deleted is struck-through.
3.4. PRICE PROPOSAL
3.4.1 Submit a proposed fully loaded Medicaid reimbursable hourly rate for DSWs that will be used to support and invoice for both ADL and IADL services.
3.4.2 Administrative fee included in the proposed hourly rate may not exceed 15%.
This administrative cost cap is fixed and will remain in effect for the duration of the Contract, unless otherwise amended. The 15% Administrative fee cap includes:
a. Wages paid to the Administrator and any other staff providing Work under the Contract award;
b. Any costs associated with EVV implementation; and
c. The cost for EVV information exchange with the State’s contacted contracted data aggregator.
3.4.3 Throughout the life of the Contract, the hourly rate paid to DSWs must meet or exceed the current rate paid to ODHS Homecare Workers under the existing collective bargaining agreement, which is currently $20.00 per hour. This rate will may increase once a new collective bargaining agreement is ratified.
Proposers should not assume that additional funding will be added to the Contract after award to account for future wage increases that occur due to wage increases to the ODHS Homecare Workers from the existing collective bargaining agreement. Proposers should build their price proposals with the expectation that the required minimum rate to pay its DSWs will likely increase, and that the Contractor must always meet or exceed the rate paid to ODHS Homecare Workers for the duration of the Contract.
