About this file
This document is an evaluation criteria questionnaire for the City of Phoenix's Enterprise Asset Management (EAM) software and implementation procurement. The City of Phoenix seeks a comprehensive EAM solution with implementation services for multiple municipal departments, including Aviation, Public Works, Street Transportation, and Water Services. The five-year contract is scheduled to commence on or about May 1, 2026 (with an alternative start date of July 1, 2026). The solicitation was released on October 1, 2025, with a pre-offer conference scheduled for October 10, 2025, and proposal responses due by November 14, 2025. The solution must support cloud-based SaaS delivery, multi-departmental configurations, integration with existing systems including SAP, eChris (PeopleSoft), HARS, SCADA, GIS, and AutoCAD, and advanced mobile field operations and analytics capabilities across 443 properties totaling 10,496,280 square feet and 14,709 land acres.
The evaluation framework totals 675 possible points distributed across three primary categories: System Capabilities—Functional and Technical Requirements (300 points), Experience and Qualifications (185 points), and Method of Approach (190 points). Offerors must demonstrate at least five years of EAM implementation experience with public sector entities, specifically in functions such as aviation, facilities, water/wastewater utilities, or street maintenance. Key evaluation criteria include work order management and preventive maintenance capabilities, resource management and scheduling, inventory management, external stakeholder portals, mobile field operations with offline functionality, advanced reporting and analytics with predictive insights, technical architecture and performance specifications, integration strategies, security and compliance protocols, implementation methodology, data migration and conversion approaches, testing strategies, risk management, training and change management, cutover readiness procedures, post-go-live support models, and organizational change management. Vendors must provide detailed narratives addressing each functional requirement, organizational experience, implementation timelines, project team composition with resumes for key personnel, and service level agreements for both the one-year managed services period and post-managed services support operations.
